ACTION REQUESTED:
Request Boards approval for Chairs signature on Applicant Certification, Public Works Trust Fund Loan.
BACKGROUND:
Kittitas County Solid Waste has been working to prepare to for the growing needs of Kittitas County. In
2016 we started looking for a new location for the Ellensburg transfer station as we could see we would be
out growing our current location and the increasing impacts from the creek flooding on the facility. In 2018
a site was purchased and zoning, permitting and utilities work have taken place since.
The Solid Waste Department had applied for a grant from FEMA under their Building Resilience in
Communities program and was selected as a finalist. This grant was for $17 Million in the end we were
unable to meet one of the final conditions they wanted to add to our application. This would have fully
funded the new facility.
Since we are unable to meet the last condition of the FEMA grant we will need to apply for a Public Works
Trust fund Loan. The Public Works Trust Fund Loans are low interest loans that are available for Public
works type projects and Solid Waste infrastructure qualifies.
At this time Kittitas County Solid Waste would like will be applying for a 10 million dollars loan for the
construction of the new transfer station.
INTERACTION:
Board of County Commissioners, Prosecutor, Auditor, and Jacobs,
RECOMMENDATION:
Recommend Boards approval for Chairs signature on the Applicant Certification form.
