Kittitas County <br />Solid Waste <br /> <br />Agenda Staff Report <br /> <br />AGENDA DATE: <br />9/6/2022 <br /> <br />ACTION REQUESTED: <br />Request Boards approval for Chairs signature on Applicant Certification, Public Works Trust Fund Loan. <br /> <br />BACKGROUND: <br />Kittitas County Solid Waste has been working to prepare to for the growing needs of Kittitas County. In <br />2016 we started looking for a new location for the Ellensburg transfer station as we could see we would be <br />out growing our current location and the increasing impacts from the creek flooding on the facility. In 2018 <br />a site was purchased and zoning, permitting and utilities work have taken place since. <br /> <br />The Solid Waste Department had applied for a grant from FEMA under their Building Resilience in <br />Communities program and was selected as a finalist. This grant was for $17 Million in the end we were <br />unable to meet one of the final conditions they wanted to add to our application. This would have fully <br />funded the new facility. <br /> <br />Since we are unable to meet the last condition of the FEMA grant we will need to apply for a Public Works <br />Trust fund Loan. The Public Works Trust Fund Loans are low interest loans that are available for Public <br />works type projects and Solid Waste infrastructure qualifies. <br /> <br />At this time Kittitas County Solid Waste would like will be applying for a 10 million dollars loan for the <br />construction of the new transfer station. <br /> <br />INTERACTION: <br />Board of County Commissioners, Prosecutor, Auditor, and Jacobs, <br /> <br />RECOMMENDATION: <br />Recommend Boards approval for Chairs signature on the Applicant Certification form. <br /> <br />HANDLING: <br />Return Signed Copy <br /> <br />LEAD STAFF: <br />Patti Stacey <br />
