COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AUDITORIUM/WEBEX
SPECIAL MEETING
TUESDAY 2:00 P.M. AUGUST 16, 2022
Board members present: Chairman Laura Osiadacz, Vice-Chairman Cory
Wright, and Brett Wachsmith.
Others: Emily Smith, Administrative Assistant; Mandy Buchholz,
Administrative Supervisor; Dan Carlson, Community Development
Services Director; Neil Caulkins, Deputy Prosecutor; Mark Cook,
Public Works Director; Patti Stacey, Maintenance/Solid Waste
Director/Project Manager; and 4 members of the public.
PUBLIC HEARING DEPT. NATURAL RESOURCES LEASE AIRPORT
At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing continued
from July 19, 2022, to consider the Department of Natural Resources
updated Lease.
COMMISSIONER WACHSMITH, stated that since the Department of Natural
Recourses has yet to provide an updated lease, that the public
hearing should be closed and reopened when an updated lease is in
the County’s possession.
THERE WAS NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC
PORTION OF THE HEARING WAS CLOSED.
COMMISSIONER WACHSMITH moved to close the Public Hearing until the
Department of Natural Resources provides an updated lease. VICE-
CHAIRMAN WRIGHT seconded. Motion carried 3-0.
PUBLIC HEARING LUNCH BOX CAFÉ LEASE AGREEMENT CDS
At 2:01 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider a
commercial lease amendment with Margo Cordner (d/b/a Lunch Box Café)
COMMISSIONER WACHSMITH, stated that this is a two-month extension of
a current agreement while the final edits to a new lease are being
made.
THERE WAS NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC
PORTION OF THE HEARING WAS CLOSED.
COMMISSIONER WACHSMITH, moved to approve Resolution No. 2022-159 for
a Commercial Lease Amendment with Margo Cordner (d/b/a Lunch Box
Café) located at 409 N. Ruby Street Ellensburg, WA. VICE-CHAIRMAN
WRIGHT seconded. Motioned carried 3-0.

PUBLIC HEARING NEW FEE SCHEDULE SOLID WASTE
At 2:04 P.M. CHAIRMAN OSIADACZ opened a Public Hearing to consider
setting a new fee schedule for the Solid Waste Department.
PATTI STACEY, MAINTENANCE DIRECTOR/SOLID WASTE DIRECTOR/PROJECT
MANAGER, recommended that a Resolution be approved for setting a new
schedule for the Solid Waste Department. She explained the increase
in population, Waste Management increasing their fees, new
legislature, and inflation are all causes of needing a new fee
schedule.
THOSE PRESENT & TESTIFYING: AL SHARP stated that it is hard to make
comments on a proposal when there was no background given as to how
those numbers were created. He wanted to know what percent of trips
across the scale are the minimum and what percent are by the
tonnage. He stated that the more information out to the public, the
easier it will be for decisions to be made. He also stated that the
minimum has gone up in 2 categories, but not in construction. He
wanted to know why fees aren’t being increased across all
categories. He does not think that there needs to be a minimum
increase. He spoke in opposition of the fee schedule, as the
information is hard to obtain.
VICE-CHAIRMAN WRIGHT moved to approve Resolution No. 2022-160 to set
a new fee schedule for the Solid Waste Department. COMMISSIONER
WACHSMITH seconded. Motioned carried 3-0.
The meeting concluded at 2:28 p.m.
