COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. AUGUST 16, 2022
Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory
Wright; and Commissioner Brett Wachsmith.
Others: Mandy Buchholz, Administrative Supervisor; Emily Smith,

CALL TO ORDER
Chairman Osiadacz called the meeting to order.

Chairman Osiadacz led the Pledge of Allegiance.

PROCLAMATIONS
PROCLAMATION INTERNATIONAL OVERDOSE AWARENESS DAY COMMISSIONERS
Vice-Chairman Wright moved to approve a Proclamation declaring August
31, 2022, as International Overdose Awareness Day. Commissioner
Wachsmith seconded. Motion carried 3-0.
AWARDS & RECOGNITIONS - NONE
APPROVAL OF AGENDA
Chairman Osiadacz noted that Consent Item C had been removed from the
Agenda.
Vice-Chairman Wright moved to approve the Agenda, as amended.
Commissioner Wachsmith seconded. Motion carried 3-0.

At the conclusion of reviewing each item Vice-Chairman Wright moved to
approve the Consent Agenda, as amended, noting that Consent Item C had
been removed from consideration. Commissioner Wachsmith seconded.

SET PUBLIC HEARING SPECIAL FUND - LIMITATIONS ON USE SOLID WASTE
Approve Setting a Public Hearing to consider surplusing parcel 961884
and to set a time and method to auction the parcel to be held on
September 6th, 2022, at 2:00 p.m. in the Commissioners Auditorium, Room
109, Kittitas County Courthouse 205 West 5th Ave. Ellensburg, WA and to
authorize the Clerk to publish said notice.
REQUEST TO APPROVE AND AUTHORIZE THE CHAIR’S SIGNATURE ON THE FINAL
MYLARS FOR LPF-22-00005 YELLOWSTONE TRAIL ESTATES – ITEM REMOVED FROM
THE AGENDA.
CALL FOR BIDS VANTAGE HWY OVER CASCADE CANAL PUBLIC WORKS
Approve a Notice of Call for Sealed Bids for the Vantage Highway Over
Cascade Canal Bridge Replacement Project, to be accepted until 10:00
a.m. on Thursday September 8, 2022, at the Kittitas County Public Works
Department 411 North Ruby Street, Ellensburg, WA and to authorize the
Clerk to publish said notice.
RESOLUTION 2022-161 CONSERVATION EASEMENT/TEANAWAY RIDGE PUBLIC WORKS

Approve Resolution No. 2022-161, Authorizing the Chair’s Signature on a
Conservation Easement Granted to Kittitas County by the Teanaway Ridge
LLC.
REQUEST FOR QUALIFICATIONS HYDROLOGY & HYDRAULIC MODELING PUBLIC WORKS
Approve a Request for Qualifications for Hydrology and Hydraulic
Modeling Services Creating a Two Dimensional Flow Model for North Fork
Teanaway River in Kittitas County, WA., to be accepted until 10:00 a.m.
on Friday September 9, 2022, at the Kittitas County Public Works
Department 411 North Ruby Street, Ellensburg, WA and to authorize the
Clerk to publish said notice.
RESOLUTION 2022-162 AMENDED 2022 DISTRESSED/ROSLYN PUBLIC WORKS
Approve Resolution No. 2022-162, Approving the Amended 2022 Distressed
County Sales and Use Tax Infrastructure Improvement Program Agreement
authorizing an additional $250,000.00 with the City of Roslyn, WA.,
RESOLUTION 2022-163 ENGINEERING/PLANNING SERVICES PUBLIC WORKS
Approve Resolution No. 2022-163, Authorizing Issuing a Statement of
Qualifications for Engineering & Planning Services Supporting Bowers
Field (ELN)for a Five-Year Period 2023 – 2027.
