HomeMy WebLinkAbout2022-08-09-minutes-hr-study-sessionCOMMISSIONERS’ MINUTES HR STUDY SESSION KITTITAS COUNTY, WASHINGTON BOCC CONFERENCE ROOM REGULAR MEETING TUESDAY 10:00 AM 8/09/2022 Board members present: Laura Osiadacz, Cory Wright Others: Mark Cook, Patti Stacey, Christopher Horner, Jeanne Killgore, Leslie Erickson CALL TO ORDER The meeting was called to order at 10:01 AM. PUBLIC COMMENT (ONE MINUTE) None. REQUEST TO APPROVE MEMORANDUM OF UNDERSTANDING BETWEEN KITTITAS COUNTY AND LOCAL 792-CH (COURTHOUSE) TO ACKNOWLEDGE CREATION OF NEW POSITION – FISCAL/TECHNOLOGY SPECIALIST Interim HR Director Killgore presented the Board with a Memorandum of Understanding (MOU) to recognize the new Fiscal/Technology Specialist position within Local 792-CH (Courthouse). She explained that Public Works utilizes specialized programs and systems. The creation of the Fiscal/Technology Specialist recognizes the unique duties that must be performed to maintain these systems. Commissioner Wright moved to approve an MOU between Kittitas County and Local 792-CH to acknowledge the creation of a Fiscal/Technology Specialist. Commissioner Osiadacz seconded the motion. Motion was approved; 2:0. EXECUTIVE SESSION – RCW 42.30.110 (G) TO EVALUATE THE QUALIFICATIONS OF AN APPLICANT FOR PUBLIC EMPLOYMENT OR TO REVIEW THE PERFORMANCE OF A PUBLIC EMPLOYEE. HOWEVER, SUBJECT TO RCW 42.30.140(4), DISCUSSION BY A GOVERNING BODY OF SALARIES, WAGES, AND OTHER CONDITIONS OF EMPLOYMENT TO BE GENERALLY APPLIED WITHIN THE AGENCY SHALL OCCUR IN A MEETING OPEN TO THE PUBLIC, AND WHEN A GOVERNING BODY ELECTS TO TAKE FINAL A CTION HIRING, SETTING THE SALARY OF AN INDIVIDUAL EMPLOYEE OR CLASS OF EMPLOYEES, OR DISCHARGING OR DISCIPLINING AN EMPLOYEE, THAT ACTION SHALL BE TAKEN IN A MEETING OPEN TO THE PUBLIC. This topic was moved to agenda item #7. The Board entered executive session at 10:27 AM to discuss the performance of a public employee for an anticipated length of five minutes. Anticipated action: none. At 10:32 AM the Board extended executive session for an additional seven minutes. The Board exited executive session at 10:39 AM with no action taken. COMMISSIONERS’ MINUTES HR STUDY SESSION KITTITAS COUNTY, WASHINGTON BOCC CONFERENCE ROOM REGULAR MEETING DISCUSSION/DECISION – IT STAFFING This item was tabled until the next study session. DISCUSSION/DECISION – AIRPORT DIRECTOR RECRUITMENT Interim HR Director Killgore inquired if the Board would like to include language in the Airport Director’s offer letter to allow for a wage increase upon the successful completion of the first six months of his probationary period. The Board supported the language and directed that the above language be added to the Airport Director’s offer letter. CLOSED SESSION – COLLECTIVE BARGAINING – PURSUANT TO RCW 42.330.140(4)(B), THE OPMA DOES NOT APPLY TO THAT PORTION OF A MEETING DURING WHICH THE GOVERNING BODY IS PLANNING OR ADOPTING THE STRATEGY OR POSITION TO BE TAKEN BY THE GOVERNING BODY DURING THE COURSE OF ANY COLLECTIVE BARGAINING NEGOTIATIONS, OR GRIEVANCE OR MEDIATION PROCEEDINGS, OR REVIEWING THE PROPOSALS MADE IN THE NEGOTIATIONS OR PROCEEDINGS WHILE IN PROGRESS. This topic was moved to agenda item #3. The Board entered into a closed session at 10:04 AM to discuss collective bargaining. The Board exited closed session at 10:26 AM with no action taken. DISCUSSION/DECISION – HR UPDATES/STAFFING Interim HR Director Killgore and HR Representative Erickson provided the Board with a list of HR issues and projects they are currently working on. Interim Director Killgore requested that HR Representative Erickson receive a $500 stipend for additional duties that she will be performing outside of her classification while the department is understaffed. The Board approved a $500 stipend for HR Representative Erickson. OTHER BUSINESS None. CONCLUDE The meeting was adjourned at 11:04 AM.
