Cook RECOMMENDATION: Direct Public Works (PW) perform the requested survey of the fairgrounds. BRIEFING SUMMARY: • Recently, the city of Ellensburg City Attorney contacted Deputy Prosecuting Attorney Horner discussing the need to survey the fairgrounds • City and county ownerships are not clear • County Surveyor Turnbull has prepared a cost estimate for survey services and the city is interested in cost sharing the work • PW proposes using our existing cost reimbursement agreement with the city for shared survey effort expenses • The work is expected to take six weeks to complete. BACKGROUND: The city is beginning to plan for redesign of various portions of Reed Park. The parcel layer is not sufficiently clear allowing ownership decisions impacting the park redesign plan. The city desires surveying the fairgrounds resolving ownership issues. DISCUSSION: A survey of the fairgrounds is expected to clarify ownership issues between the city and the county. Providing support from the Board of County Commissioners, work could begin in the next several weeks. The work will likely take six weeks to complete. project costs are expected to be equally shared between the city and the county. FISCAL IMPACTS: Project costs are estimated in the $12-13 thousand dollar range. ATTACHMENTS: None. Page 1 of 1 Public Works "Work Session Staff Report", 2022 KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: August 8, 2022 TOPIC: Bowers Field (ELN) Wetland Mitigation Design ACTION REQUESTED: Direct Staff LEAD STAFF: Mark R. Cook RECOMMENDATION: Secure a Federal Aviation Administration (FAA) design grants supporting wetland mitigation needs at ELN. BRIEFING SUMMARY: • Recently, the FAA issued the anticipated Finding of No Significance Impact (FONSI) supporting the airport's capital construction program. • Construction of the parallel taxiway and rehabilitation of runway 11/29 impacts existing wetlands. • Design of wetland mitigation is now required. • The FONSI prequalifies onsite wetland mitigation. BACKGROUND: Public Works (PW) was successful in moving required wetland mitigation form offsite to onsite wetland mitigation. The proposal removes portions of an old taxi -lane and reconnects existing wetlands. Flood mitigation efforts will also require design ahead of parallel taxiway design slated for 2024. DISCUSSION: PW has conducted an Independent Fee Evaluation (IFE) on Century West's proposed design grant with the FAA (CivilAir Engineers PLLC). We are finalizing the wetland specialist subcontractor scope of work and anticipate obtaining FAA concurrence in the next several weeks. The mitigation construction is expected in 2023 clearing the way for several years of capital construction at the airport. FISCAL IMPACTS: A grant match of ten percent is required for the anticipated $170,000 grant ($17,000). Funding is expected to come from the General Fund. CENTURY WEST ENGINEERING TASK ORDER #12 AGREEMENT AND AUTHORIZATION FOR ENGINEERING CONSULTING SERVICES By this Agreement dated July 19, 2022, the Kittitas County (Client) authorizes Century West Engineering Corporation (Consultant) to carry out and complete the following Services in consideration of the mutual covenants set forth in the Professional Services Agreement (Master Agreement), executed between Kittitas County and CWEC, and dated on October 7, 2019; and for projects with Federal funding the following attachment: FAA Professional Service (A/E) Contract Provisions. Project:Task Order #12 — Wetland and Stream Mitigation Design Project No.: 12436.018.01 Scope of Services: Overview Kittitas County (the County) has solicited Century West Engineering services for design development of on -Airport wetland and stream mitigation located in the northwest corner of the Airport. An exhibit showing the general area of mitigation, has been attached. Additionally, a figure showing additional detail has been included on the last page of this scope. That figure was taken from a memo titled Justification for Wetland Mitigation at Bowers Field (ELN) dated December 9, 2021 written by Jacobs Engineering for Kittitas County Generally, the mitigation involves re-establishment of wetlands through removal of historic fill and deteriorated asphalt, which formally served as a taxilane, and regrading the surface and planting of select plant species. The mitigation is a requirement in the County's recently approved Environmental Assessment (EA) and of the FAA's Finding of No Significant Impact (FONSI). As stated in the FONSI, the requirements include: • Provide mitigation for impacts to water resources (0.55 -acre of wetland and 0.03 acre of stream) resulting from the installation of storage berms for flood reduction and drainage improvements as well as runway improvements. • Proposed mitigation includes removal of approximately 1.1 acres of derelict pavement adjacent to wetlands in the northwest corner of the Airport. Mitigation would be developed to meet federal, state, and local requirements through the re-establishment of impacted wetlands, improved wetland connectivity, and restoration of lost functions and values. Mitigation acreages proposed would follow Washington State Joint Guidance from the USACE and Ecology and provide a replacement ratio of 2:1. • Provide monitoring and adaptive management of mitigation site per the requirements of the permittee - responsible mitigation plan approved by USACE and Ecology. • Avoid and minimize impacts to Whiskey Creek water quality during construction by implementing the following requirements of the USACE Nationwide 401 Water Quality Certification. This project scope addresses the first two bullet points above and provides for the preparation of mitigation plans, technical specifications, and bidding documents for construction. The second two bullet points will be addressed along with construction administration and observation services under a separate agreement. The prime consultant for this project is Century West Engineering. Century West Engineering will hire a subcontractor to provide wetland specialist and topographic services. The activities and work elements for each task are described as follows. TASK 1— Project Management Administrative tasks will include the following: 1. Perform pre -design coordination with the County and FAA, using the FAA pre -design conference checklist as a basis of the scope development.
