A RESOLUTION ACCEPTING FUNDING FOR A GRANT FROM THE WASHINGTON
ASSOCIATION OF SHERIFFS AND POLTCE CHTEFS (WASPC) By THE WASHINGTON
STATE DEPARTMENT OF HEALTH, THROUGH THE AMERICAN RESCUE PLAN ACT OF
2021, P.L. 117-2 AND UNDER THE DETECTION & MITIGATION OF COVID.I9IN
CONFINEMENT FACILITIES PROJECT
WHEREAS, the Washington State Department of Health through the American Rescue
Plan Act of 2021, P.L. 117-2 and under the Detection & Mitigation of COVID-19 in Confinement
Facilities prolect provides funding to local law enforcement agencies through WASPC (the
Washington Association of Sheriffs and Police Chiefs) to achieve the goals and objectives of the
Detention & Mitigation of COVID-19 in Jails Program; and
WHEREAS, the funds awarded are designed to support salary, benefits, costs, and
contracted services, goods, services, travel, and other essential costs to support the Kittitas County
Jail and their detection and mitigation of COVID-19; and
WHEREAS, upon receipt of fully executed agreement, WASPC will open reimbursement
for allowable expenditures made by Kittitas County Jail. Kittitas County Jail must complete and
submit to the WASPC Program Coordinator a WASPC Reimbursement Request Form along with
documentationiinvoices for the expenditures during the contract period of April 30,2022 and June
30,2023; and
NOW THEREFORE, BE lT RESOLVED AND lT lS HEREBY ORDERED, that this
Agreement between Kittitas County and the Washington Association of Sheriffs and Police Chiefs
be adopted.

TERMS AND CONDITIONS
Thb CONTRACT is entered hto by and between the INGTON ASSOCIATION OF
SHERIFFS & POLICE CHIEFS (WASPC);and (coNTRACTOR).
NOW THEREFORE, in consideration of the covenants, performances, ard promises
conlained herein,the parties agree as follows:
{. FUNDING SOURCE. Funding forthis CONTRACT is provided to WASPC by the
Washington State Department of Health, through the American Rescue Plan Act of iOZ1,P.L' 1 17-2 and under the Detection & Mitigation of COVID-19 in Confinement Facilitiesproject, was awarded to WA DOH in Sept6mber 2021. The pass-through allocation forthe administration of the grant and pass through to local jails in the state-of Washington,
is $2,658,279 (funding period of April 1,Z021,through June gO,2OZ4).
2. SCOPE OF SERVICES. CONTRACTOR shall usethe state funds awarded lereunder
solely for salary, benefits, costs, and contracted services, goods, services, travel, and other
essentialcosls to support the worUprojec'tdefined bythe S-TATEMENT oFWORK.
3- SCOPE OFWORK. The CONTRACTOR shall seek to implement the activities and to
achieve thegoals and objectives of the Detention & Mitigation of COVID-19 in Jails Program,
as set forth in the STATEMENT OF WORK.
4- SCOPE OF WORK REVISIONS. CONTRACTOR shall submit to WASPC a written
request to effect any material change to the SCOPE OF WORK identified in the STATE-
MENT OF WORK. Such requests shall be accompanied by a revised STATEMENT OF WORK
31^d olher supporting documents. Before any activities iupporting the revised SCOPE OF
WORK are initiated, WASPC must approve the same in its sole and absolute discretion,
which may be withheld.
5. BUDGET REVISIONS. CONTRACTOR shall submit to WASPC a written request to

len (10) percent inthe aggregate among budget tine items as indicated on the doVfnncr
Face Sleet. WASPC may approve or dlny thb request ir its sole and absotute discretion.
6. PERFORMANCE STANDARDS. The CONTRACTOR shall perform the services as
defined in the STATEMENT OF WORK incorporatad herein; in accordance with the budget
and estimated expenditure plan, as stated on the CONTRACT Face Sheet and in accordance
with the Detention & Mitigation of GOVID-19 in Jails Program, as well as other policies andprocedures issued by WASpC.
7, PERIOD OF OBLIGATION.
CONTRACT Face Sheet.
CONTRACT period is indicated on Line 5 of the

8. ALLOWABLE COSTS. Allowable costs shall include costs incurred by CONTRAC-
TOR from the first date of the CONTRACT period untilthe CONTRACT is terminated or
expires as provided herein, but in no event shall allowable costs exceed the maximum stated
amount of the CONTRACT as provded on Lirc 8 of the CONTRACT Face Sheet. Costs
allowable under this CONTRACT are based on a budget approved byWASPC.
WASPC shall pay to CONTRACTOR all allowable costs incurred from the first date of the
CONTRACT period until this CONTRACT is terminated or expires evidenced by proper
expenditure reconciliation report, submitted to WASPC on a timely basis, insofar as those
allowable costs do not exceed the amount appropriated or otheruvise available for such
purposes as stated on the CONTRACT Face Sheet.
9. NON€UPPLANTING. This award is retroactive for unanticipated costs, associatgd
with the Detection and Mitigation of COVID-19 in jails, from November 1,2021, through
December 31,2022. Supplanting restrictions do not apply to these costs unless other local
or state funds have been dedicated to this work. Otherwise, the CONTRACTOR shall not
use state funds specified by this CONTRACT to supplant local, federal, or other state funds.
CONTRACTOR shall not use state funds specified by this Contract to replace funding which
would othennrise be made available to CONTRACTOR had the state funds provided by this
CONTRACT not been provided.
10. CONTRACT ADMINISTRATION. WASPC's Program Coordinator is responsible for
monitoring the performance of this CONTRACT, including approval and acceptance of
reports provided by CONTRACTOR. WASPC's Program Coordinator may provide and
facilitate assistance and guidance to CONTRACTOR as necessary.
11. PROGRAM ADMINISTRATION. CONTRACTOR shall advise WASPC of the local
program administrator responsible for the performance of this CONTRACT, including name,
address, email, telephone number(s), and any subsequent changes thereto.
12. DATA COLLECTION. The CONTRACTOR shall utilize the data collection tool
provided by WASPC, hereinafter referred to as the WASPC Data Collection Tool, which is
an Excel Spreadsheet." CONTRACTOR shall dedicate sufficient resources to establish the
administrative processes necessary for the Data Collection Tool to be fully operational at the
time treatment begins at the any of the jails.
13. REPORTING REQUIREMENTS. CONTRACTOR shall timely submit required reports
using the forms according to procedures issued by WASPC.
14. REPORT DUE DATES
a. Monthly Progress Report. Due on the 10th of the month following the
previous month in which funded activities were performed.
b. Semi-Annual Progress Report. Due on the 1Oth of the month following the
six-month period in which funded activities were performed.
c. FinalAssessment Report. Due on the 1Oth of the month following the twelve-
month period in which funded activities were performed.

Failure of CONTRACTOR to timely submit required activity reports and/or supporting docu-
mentation to WASPC's Program Coordinator is a basis for withholding payment and may
result in the cancelation of the award/Contract.
CONTRACTOR shall submit required reports and documentation after the close of the
CONTRACT period, during the transfer of obligations to another CONTRACTOR, or upon
termination of the CONTRACT for any reason.
15. PAYMENT PROVISIONS. WASPC shall award state funds to CONTRACTOR in the
amount provided on Line 8 of the CONTRACT Face Sheet. Upon receipt of a fully executed
Agreement, WASPC will open reimbursement for allowable expenditures made by
CONTRACTOR. CONTRACTOR must complete and submit to the WASPC Program
Coordinator a WASPC Reimbursement Request Form along with documentation/invoices for
the expenditures.
16. EVALUATION AND MONITORING. CONTRACTOR shall cooperate with and freely
participate in any monitoring or evaluation activities conducted by WASPC. WASPC, the
State Auditor, or any of their representatives shall have full access to, and the right to
examine during normal business hours and as often as WASPC, or the State Auditor may
deem necessary, all of CONTRACTOR'S records with respect to all matters covered in this
CONTRACT. Such representatives shall be permitted to audit, examine, and make excerpts
or transcripts from such records and to make audits of all CONTRACTS, invoice, materials,
payroll, and records of matters covered by this CONTRACT. Such rights extend for three
years from the date final reconciliation is made hereunder.
17. ACKNOWLEDGEMENT OF FEDERAL FUNDS. CONTRACTOR and its SUBCON-
TRACTORS shall comply with the special conditions listed below:
a. Applicability of Part 200 Uniform Requirements The Uniform Administrative
Requirements, Cost Principles, and Audit Requirements in 2 C.F.R. Part 200, as adopted and
supplemented by the Department of Justice (DOJ) in 2 C.F.R. Part 2800 (the "Part 200 Uniform
Requirements") apply to this award.
b. CONTRACTOR understands and agrees that WASPC may withhold award funds,
or may impose other related requirements, if the recipient does not satisfactorily and promptly
address outstanding issues from audits required by the Part 200 Uniform Requirements (or by the
terms of this award), or other outstanding issues that arise in connection with audits, investigations,
or reviews of awards.
c. CONTRACTOR shall not use any state funds, either directly or indirectly, in support
of the enactment, repeal, modification or adoption of any law, regulation or policy, at any level of
government, without the express wriften approval of WASPC.
d. CONTRACTOR shall comply with all applicable laws, regulations, policies, and
guidance (including specific cost limits, prior approval and reporting requirements, where applicable)
governing the use of state funds for expenses related to conferences, meetings, trainings, and other
events, including the provision of food and/or beverages at such events, and costs of attendance at
such events.

e. CONTRACTOR agrees that if it currently has an open award of state funds or if it
receives an award of state funds otherthan this award, and those award funds have been, are being,
or are to be used, in whole or in part, for one or more of the identical cost items for which funds are
being provided under this award, the recipient will promptly notiff, in writing, the WASPC program
administrator for this award, and, if so requested by WASPC, seek a budget modification or change
of project scope to eliminate any inappropriate duplication of funding.
f. CONTRACTOR understands and agrees that award funds may not be used to
discriminate against or denigrate the religious or moral beliefs of individuals who participate in
programs for which financial assistance is provided from those funds, or of the parents or legal
guardians of such students.
g. CONTRACTOR understands and agrees that (a) No award funds may be used to
maintain or establish a computer network unless such network blocks the viewing, downloading, and
exchanging of pornography, and (b) Nothing in subsection (a) limits the use of funds necessary for
any Federal, State, tribal, or local law enforcement agency or any other entity carrying out criminal
investigations, prosecution, or adjudication activities.
h. CONTRACTOR shall collect, maintain, and provide to WASPC, data that measure
the performance and effectiveness of activities under this award, in the manner, and within the
timeframes, specified in the program solicitation, or as othenruise specified by WASPC. Data
collection supports compliance with the Government Performance and Results Act (GPRA) and the
GPRA Modernization Act, and other applicable laws.
i. CONTRACTOR shall cooperate with any assessments, state evaluation efforts, or
information or data collection requests, including, but not limited to, the provision of any information
required for the assessment or evaluation of any activities within this project.
j. CONTRACTOR shallcomplywith WASPC contract monitoring guidelines, protocols,
and procedures, and to cooperate with WASPC on all contract monitoring requests, including
requests related to desk reviews, enhanced programmatic desk reviews, and/or site visits..The
recipient agrees to provide to WASPC all documentation necessary to complete monitoring tasks.
Further, the recipient agrees to abide by reasonable deadlines set by WASPC for providing the
requested documents. Failure to cooperate with WASPC's contract monitoring activities may result
in sanctions affecting the recipient's awards, including, but not limited to: withholdings and/or other
restrictions on the recipient's a@ess to contract funds; referral to the Office of the State Auditor for
audit review; ortermination of an award(s).
k. CONTRACTOR acknowledges that sub.awards are not authorized
l. CONTRACTOR shall submit to WASPC for review and approval any curricula,
training materials, proposed publications, reports, orany otherwritten materials thatwillbe published,
including web-based materials and web site content, through funds from this contract at least thirty
(30) working days priorto the targeted dissemination date.
m. Applicants must certiff that Limited English Proficiency persons have meaningful
access to the services under this program(s). National origin discrimination includes discrimination
on the basis of limited English proficiency (LEP). To ensure compliance with Title Vl and the Safe
Streets Act, recipients are required to take reasonable steps to ensure that LEP persons have
meaningfulac@ss to their programs. Meaningfulaccess may entail providing language assistance
services, including oral and written translation when necessary. The U.S. Department of Justice has

issued guidance for contractors to help them comply with Title Vl requirements. The guidance
document can be accessed on the lnternet at www.lep.gov.
n. CONTRACTOR shall comply with the requirements of 28 C.F.R. Part 46 and all
Office of Justice Programs policies and procedures regarding the protection of human research
subjects, including obtainment of lnstitutional Review Board approval, if appropriate, and subject
informed consent.
o. CONTRACTOR shall comply with all confidentiality requirements of 42 U.S.C.
section 37899 and 28 C.F.R. Part22 that are applicable to collection, use, and revelation of data or
information. CONTRACTOR further agrees, as a condition of contract approval, to submit a Privacy
Certificate that is in accord with requirements of 28 C.F.R. Par122 and, in particular, section 22.23.
p. Approvalof this award does not indicate approvalof any consultant rate in excess of
$650 per day.
q. All procurement (contract) transactions under this award must be conducted in a
manner that is consistent with 2 C.F.R. Parl2}} and State and local law.
18. INSURANGE. Before commencing the Work and as a condition of payment,
CONTRACTOR shall purchase and maintain insurance as described below from an insurer
admitted to do business in Washington with an A.M. Best financial strength rating of A-1 or
better, that will protect it from bodily injury or property damage claims arising out of its
operations under this CONTRACT, whether the operations are by CONTRACTOR,
CONTRACTOR'S consultants, SUBCONTRACTORS, anyone directly or indirectly employed
by any of them, or by anyone for whose acts any of them may be liable.
a. Commercial General Liability (CGL) insurance providing bodily injury liability and
property damage liabilitywith combined single limits of not less than $2,000,000 per occurren@, and
$4,000,000 generalaggregate limits, wriften on an orcurrence form.
b. Automobile liability insurance with a minimum limit of liability of not less than $500,000
per occurrence for allowned, non-owned and hired automobiles.
c. CONTRACTOR'S general liability policy shall be endorsed so that the aggregate
limits of insurance apply on this CONTRACT project{ob.
d. WASPC shall be included as an additional insured under CONTRACTOR'S CGL
policy.
e. Stop gap coverage of $1,000,000.
Prior to starting work, CONTRACTOR shall provide a copy of the actual additional insured
endorsement or blanket additional insured policy wording to the CGL policy that documents
WASPC'S additional insured status. WASPC and CONTRACTOR hereby waive their rights of
subrogation against one another for any losses covered by the required insurance policies.
19. INDEMNITY. CONTRACTOR agrees to defend, indemnify, and hold harmless
(the "lndemnity Duty") WASPC, its employees, officers, and its agents from and against
claims, damages, losses and expenses, including but not limited to attorneys'fees and costs
and expenses, arising out of or resulting from performance of the Work, including claims,

damage, loss, or expense attributable to bodily injury, sickness, disease or death, or to injuryto or destruction of tangible property (the "Harm"), provided, however, that the
CONTRACTOR owes no lndemnity Duty if the Harm was caused by or results from the sole
negligence of WASPC and provided further that in the event of concurrent negligence (i) by
CONTRACTOR or the CONTRACTOR'S SUBCONTRACTORS' agents or employees, or
both and (ii) by WASPC or its agents, or both, then the CONTRACTOR'S lndemnity Duty is
valid and enforceable only to the extent of the negligence of CONTRACTOR, its agents, and
its employees.
CONTRACTOR also agrees to defend, indemnify, and hold WASPC harmless from all
SUBCONTRACTOR and supplier claims for payment, including any liens that may be filed.
CONTRACTOR further agrees to defend, indemnify, and hold WASPC harmless from all
WISHA or other related claims, demands, proceedings, violations, penalties, assessments,
or fines that arise out of or relate to CONTRACTOR'S failure to comply with any safety-
related laws, ordinances, rules, regulations, orders, or its obligations hereunder.
For purposes of the foregoing indemnification provision only, and only to the extent of claims
against CONTRACTOR by WASPC under such indemnification provision, CONTRACTOR
specifically waives any immunity it may be granted under the Washington State lndustrial
lnsurance Act, Title 51 RCW. The indemnification obligation under this CONTRACT shall not
be limited in any way by any limitation on the amount or type of damages, compensation or
benefits payable to or for any third party under workers compensation acts, disabilities benefit
acts, or other employee benefit acts. This term is specifically negotiated for and agreed
between the parties.
20. ENTIRE AGREEMENT. This CONTRACT, the RFP and CONTRACTOR response,
Statement of Work, Project Narrative, and Budget Worksheet contains the entire agreement
between the parties and may not be modified or amended except as provided herein. No
other understanding, oral or written, regarding the subject matter of this CONTRACT shall
be deemed to exist or to bind any of the parties hereto. The CONTRACTOR shall comply
with all applicable laws, ordinances, codes, regulations, and policies of local, state, and state
governments. This CONTRACT consists of the following documents:

21. ORDER OF PRECEDENCE. ln the event of any inconsistency in this CONTRACT,
unless otherwise provided herein, the inconsistency shall be resolved by giving precedence
in the following order:
Applicable federal statutes and regulations;
Applicable state statutes and regulations;

Detection & Mitigation of COVID-19 in Jails Grant Application
Project Narrative
The Kittitas County Jail is applying for funds from the Washington Association of Sheriffs and Police
Chiefs beginning in 2022 to enhance the detection and mitigation of COVID-19 in our jail. Since late
February 2020 when the pandemic began, we have made every effort to provide a facility that could
withstand any type of exposure or outbreak. Like any other jail, no matter how hard you tried, it
unfortunately has affected the way we do business, our staff, our inmates, and our community. Since
the beginning of the pandemic, we have done as much as possible to stay informed, be involved, create
practices and procedures, procure equipment, as well as monitor our facility to assist in providing an
environment that was free from any large outbreaks or if needed isolate them quickly to keep from
further inmates/staff becoming affected. We have had successes and challenges during this time period
that has now expanded over two years. Not knowing what the future will hold regarding COVID and its
effect on jails we are requesting funding that will enhance our current processes, practices, staffing and
equipment to ensure we can continue to have the necessary detection, deter, and responses in place if
so needed. This narrative will provide an explanation of the funding we are requesting moving forward
and how it will help enhance what we are already doing.
Our community is close and works together as much as possible on many different levels. But being a
"fl)ral" community at times has made it hard to find resources, products, people, etc. Our jail has used
community partners and providers for various resources, and it was no different during the pandemic.
However, because of the severity of things at times, it was hard to get the help or things we needed
because they were already stretched thin taking care of the taxpayers. We have had to become more
self-sufficient, find additional funding resources, and at times hope that we would have what was
needed because our stock was becoming low be it in testing kits, cleaning supplies, PPE, stafl or medical
assistance. Because we want to continue moving forward in detection and mitigation of COVID-19 with
its unknown future, we apricate your consideration in approving this funding. Not just the Jail or
Sheriff's Office, but our whole community we serve.
We, the Kittitas County Jail, want to ensure that we meet the requirements of this grant and will do all
necessary data collection and reporting as required or requested. We currently receive funding from
the Department of Justice as wellas the State in which we are required to report and do so within the
timeframes needed. The Kittitas County Jail also recognize and confirm we complv with Proclamation
2t-14.1, - COV!D-19 nation Requirement,as it relates to our work and county requirements under
the state requirements.
The proposed budget contains funding beginning in2O22 and moving forward. We have provided a
request to fund monies in multiple strategies while remembering we must include the required activity
in Strategy L 2022 is front loaded with some necessary equipment we are requesting to be successful
while the remaining years, 2023 and 2024, are filled with items to help us sustain our ability to respond
and maintain any further complications from the pandemic. The requested budget over the three years
goes up incase there are increases in pricing or availability.
The first thing on each of the yearly budget spreadsheets under Strategy L, Salary and Benefits, is
requested funding for a nurse who can focus on testing and mitigation efforts. Our Jail doesn't have on-
site medical staff. We rely on a contract which gives us a provider 2 hours a day, not on weekends. All
other resources for medical come from our small local hospital, the medical contractor on call, or
utilizing public health. During the pandemic all of these were not efficient options because of the lack of
availability due to them helping citizens. Currently our medical staff spends a good portion of their
contracted time running COVID rapid tests for inmates incoming with symptoms, needing to be cleared
from quarantine, or those who contract symptoms while incarcerated. Because of our daily population
and the need for quarantine/isolation cells, sometimes inmates needing non-emergent continuation of
medical care are referred to the next available "sick-call" so we can utilize them for testing. Also, during
this time our "Emergency Manager" of the pandemic was assigned to our Administrative Sergeant who
has no medical background. He has had to spend countless hours researching, communicating,
brainstorming, and implementing procedures that he has received from the CDC, Dr. Stern, and our
Local Public health to ensure that the facility maintains an environment that is free from outbreaks as
possible.
lf the budget for this nurse is approved, it would alleviate some of the time constraints our regular
medical staff faces daily during their time in the facility allowing other inmates to receive more and
better care. lt would also assist our Sergeant in ensuring that we continue to do the right thing based on
the recommendations of all different levels we must follow during a pandemic like this. Finally, we
would be able to more efficiently and accurately test and potentially isolate any known cases to keep
from further interrupting the facility and those in it, as well as the community because we could use
them in place of having to rely on the hospital and/or public health allowing them to focus on their
clients.
The finalthing we are requestingin2022 under Strategy L is two more visitor and employee
temperature check kiosks. Our facility currently has two, but by doubling the location of them we would
have a more accurate way to ensure that those coming into the facility for various locations don't
present symptoms that could put our staff and inmates at risk. Although we understand that this is not
a catch all, it is one of the main factors we, as well as everyone else, checks prior to entering places.
ln all three years we are also requesting "Testing Supplies" under strategy 2, even though it's optional.
The testing supplies we are referring to are the costs that could be accrued if we, the jail, are no longer
able to receive free rapid testing from our local public health. This could also help offset other testing
supplies available for our medical staff and/or anything else that is developed and would assist us in
early interventions.
ln 2022 we did include a request for some funding under the optional strategy 9. Our jail is continually
evolving, and we are having to relocate and adjust accordingly to house or store things like the
additional supplies necessary to be prepared for an outbreak or additional cleaning. Like many jails
there is not room to expand so we must get creative to build up where available. Our storage room is in
desperate need of new shelving to store the additional supplies on that this pandemic has created. Our
staff has found a shelving unit that would allow for this capital improvement and utilize more space in
less space by utilizing this track system with higher shelves. For us to stay organized and be preprepared
to respond we must be able to have a system in place that allows staff to recognize needs, be able to
quickly find something, and inventory. This system if granted funds would be an efficient and effective
way for us to do all that is necessary given the space, we have available.
We are also including2O22,2O23,and2024funding request undertheoptionalstrategy L1. Thetwo
things included in all three years are Personal Protective Equipment and Respirators. This request isn't
to supplant funds from our normal operating budget, But the increase in use and need since the
beginning of the pandemic of our normal operating and cleaning supplies has not allowed us to buy
other things at times and not left us much room to have additional products for use if we have any large
outbreak or the jails reopen to full capacity at any time. Because of CDC guidelines, the fear of the
unknown, and the continuation of this pandemic staff is using more PPE more frequently, inmates are
issued PPE when needed which is something we didn't have to do before and account for, and supply at
times is limited from providers because of other industries also now using PPE or more.
The request for respirators is broken up over three years to allow us to outfit all staff starting with our
medical/transport officers and then all of them over time rather than a big cost up front. Needing
respirators in the jail, or on transport, is something we never really considered prior to the pandemic.
Once it was discovered it would be helpful, even though mainly in extreme cases, we were only able to
fund and find lesser quality ones. Funding like this requested is exactly what a rural county like us look
for to help purchase some of these less frequently, more expensive, but important things we need to
have at times items. We also must consider that spending more money on something like these
increases not only its effectiveness but it's comfort where it could be needed to wear by our staff for
multiple hours, sometimes without breaks.
One of the biggest things that have helped us be successful for detection and mitigation of COVID has
been how hard staff, and inmates, have worked at keeping our facility clean. What used to be daily
cleaning has moved up to hourly, or between occupancy. Some cleaning is often done between visits or
programming. ln the optional strategy L2 category we have also included cleaning supplies for 2022-
2024. This,like the PPE request, is not to supplant our budget, but assist in making sure we have the
adequate amount of product needed to keep the facility clean to help from any type of further
spreading of the virus. The amount of supplies we are using is more than our operating budget is
designed to purchase. That plus running at less than half capacity we need to ensure that if needed we
have enough product to keep the facility at the safe level we have strived for.
\n2022's strategy 12's budget there is also a request for funding more UV cleaning machines. Our jail
was able to procure a couple early in the pandemic, but they are not enough for the way our jail is set
up to move them and use them efficiently by staff to keep daily operations going. The CDC has
recommended these types of tools but because our jail has additions to a multiple floor original jail, the
staff must move the machines throughout the facility, rather then have dedicated ones to different
areas, taking away time from inmates using areas that are common so they can get a machine, use it,
then move it out. By receiving this funding for these the staff would be able to quickly lock an inmate
down, deploy the UV machine, and then quickly move on to the next inmate needing the common
area/cell. This is especially important in the areas where we are quarantining/isolating inmates because
of this pandemic and want to ensure they have the cleanest area and the most time out to help with
their mental health and/or utilizing resources, communication tools, and showers.
The final strategy we are requesting funds is strategy L3 and only in 2Q22. We are requesting enough to
allow us to purchase a large tv and secure enclosure to put in our receiving/release area to help educate
inmate incoming about ways to help detect and deter COVID-19. By getting this TV we can show flyers,
videos, and other informational items in a large format with subtitles and different languages to those
inmates being booked so they understand how to stay safe, notify staff if they are suffering any of the
symptoms, that we have vaccines available, and any other resources regarding the pandemic during
their incarceration. Even with the elapsed time of this being an issue for the entire world, a reminder in
a different format is important because it would be more likely to be watched by those waiting to be
booked and remind them that they are in a different environment, and we have the resources to help
them.
We hope that this narrative provides the evaluating board a perspective into the enhancement Kittitas
County Jail wants to do if awarded the requested funds. We understand that we may receive some, if
not all the funding, and completely understand we are one of many jails that could be requesting them.
Our jail and ruralcommunity have really come together overthe last 25 months and relied a lot on each
other to address the pandemic, We are hoping to take the burden more off our community resources
and become more self-sufficient moving forward. Moving forward we have not increased our budgets
to assist with these requests because there is not room or places to take it from without effecting
others. The future is uncertain, and we want to ensure that we provide a safe and clean environment
for those people who must be incarcerated and not drain our community members of their own
resources.
The Kittitas County Jail is trying to become the standard for the small ruraljails we have in Washington
State and to do that we need to continue to build on what we have already accomplished. We would
