COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

SPECIAL MEETING
TUESDAY 2:00 P.M. JULY 19, 2022
Board members present: Vice-Chairman Cory Wright and Commissioner
Brett Wachsmith. Excused: Chairman Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz,
Administrative Supervisor; Codi Fortier, Administrative Assistant;
Emily Smith, Administrative Assistant; Neil Caulkins, Deputy
Prosecutor; Josh Fredrickson, Engineer; and 2 members of the public.
PUBLIC HEARING DEPT. NATURAL RESOURCES LEASE AIRPORT
At 2:00 p.m. VICE-CHAIRMAN WRIGHT opened a Public Hearing continued
from June 21, 2022, to consider the Department of Natural Resources
updated Lease. It was noted the record was open.
CODI FORTIER, ADMINISTRATIVE ASSISTANT, reviewed a Staff Report and
said they had not received the Lease documents back from the
Department of Natural Resources and requested the Public Hearing be
continued until Tuesday August 16, 2022, at 2:00 p.m.
COMMISSIONER WACHSMITH moved to continue the Public Hearing to
Tuesday August 16, 2022, at 2:00 p.m. in the Commissioners
Auditorium, noting the record is to remain open. VICE-CHAIRMAN
WRIGHT seconded. Motion carried 2-0.
PUBLIC HEARING HOLIDAY AVENUE PUBLIC WORKS
At 2:01 p.m. VICE-CHAIRMAN WRIGHT opened a Public Hearing continued
from June 21, 2022, to consider the proposed Vacation of a portion
of Holiday Avenue in Vantage, WA. He noted the record was open.
MARK COOK, PUBLIC WORKS DIRECTOR, reviewed a Staff Report. He said
the issues that had been previously raised, have all been resolved.
He explained how the adjoining property of the proposed vacation
involved three parcels, each under separate ownership, including
Stockdale, Inc. and Kittitas County Water District #6.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE
HEARING WAS CLOSED.
RESOLUTION 2022-143 HOLIDAY AVENUE PUBLIC WORKS
COMMISSIONER WACHSMITH moved to approve Resolution No. 2022-143,
Vacating Holiday Avenue from the Intersection of Boat Ramp Road to
07/19/2022 MINUTES 2
the End of Holiday Avenue (Mile Post 0.110) and providing an Access
and Utility Easement to Water District No. 6. VICE-CHAIRMAN WRIGHT
seconded. Motion carried 2-0.
PUBLIC HEARING BOONDOGGLE ROAD RIGHT-OF-WAY PUBLIC WORKS
At 2:13 p.m. VICE-CHAIRMAN WRIGHT opened a Public Hearing to
consider a proposed Vacation of a portion of Boondoggle Road.
JOSH FREDRICK, ENGINEER, reviewed a request to vacate a portion of
Boondoggle Road Right-of-Way within the Teanaway Wagon Wheel Plat.
He explained how he and the County Surveyor conducted research
pursuant to the request and they find no reason to deny the request.
He said once it’s been vacated, the land will become attached to the
adjoining properties and added to the taxable land mass of Kittitas
County. He recommended approval of the proposed Vacation

RESOLUTION 2022-144 BOONDOGGLE ROAD RIGHT-OF-WAY PUBLIC WORKS
COMMISSIONER WACHSMITH moved to approve Resolution No. 2022-144,
Vacating a Portion of Boondoggle Road Right-of-Way located in
Teanaway Wagon Wheel. VICE-CHAIRMAN WRIGHT seconded. Motion carried
2-0.
The meeting was concluded at 2:22 p.m.
