Cook RECOMMENDATION: Direct staff proceed with the east taxilane utility extension project and resolve the status of the west taxilane extension project. BRIEFING SUMMARY: • The Airport Department has two outstanding CARB (Community Development Revitalization Board) loans with Washington State Department of Transportation (WSDOT) Aviation. • The west taxilane (WT) extension project ($100,000) has no charges currently against the grant. • The east taxilane utility (EU) extension project ($105,000) has approximately $5,000 charged against the loan. • Sixty percent design cost estimate for the WT project exceeds the original load estimate by 200%. There is currently $750,000 in the WSDOT loan program supporting additional financing. • Both loans may utilize WSDOT specifications during construction. BACKGROUND: Two WSDOT CARB loans are now over one year old. Interest rate on the loans is two percent (2%). Debt service on $100,000 over a twenty-year period is approximately $22,000. The pandemic and supply chain issues create un -allocated loan funding in the amount of $750,000. The county now needs to decide how to proceed with both open loans. DISCUSSION: The EU project is straight forward, and Public Works (PW) does not anticipate any issue delivering the project. WSDOT is requesting an updated project schedule within two weeks and will extend the delivery date of the project. The WT project is not so straightforward. Providing the Board desires moving forward with the project securing more debt, debt service could easily exceed $90,000 over twenty years for the $400,000 that is anticipated for improvement construction. PW is Page 1 of 4 Public Works "Work Session Staff Report", 2022 not aware of any financial planning associated with the two loans and cannot advise the Board, at this time, of financial impact resulting from increased debt service on the loan. It is the understanding of PW that a single letter of commitment from a private investor is the driver to securing project construction with CARB funding. Providing all of the projected hangars are constructed as a result of the taxilane extension, there may well be sufficient benefit offset to the additional debt service. FISCAL IMPACTS: Undetermined at this time. For reference, I've attached an exhibit showing a visual overview of the project. Century West has a task order (#11) in place with the County to provide design and bidding services for the hangar taxilane project. We submitted our 60% design deliverable on Friday 6/3/22 and have since stopped progress on the design until we hear from you that you'd like us to continue. We are currently $50k in to the $106K budget. Century West's planning level construction cost estimate for the project, provided during the scoping phase, was $281,618 (this cost does not include consultant inspection services during construction). Once we started design, and collected topo and geotech, we determined that construction of the project would involve a greater quantity of embankment fill material than we anticipated while assembling the planning level construction cost estimate of $281,618. There are two factors contributing to this need for additional embankment fill material than originally anticipated: 1. Topographic survey taken in the project area revealed that the existing ground drops off steeply just south of the existing PCC apron, where the new taxilane would be located. The lower than originally expected ground elevations result in a need for a larger quantity of embankment fill material, which of course results in a higher construction cost. 2. Geotechnical investigations revealed that the infield area in which the taxilane is to be constructed contains a level of organic material that would necessitate 'over excavation' and removal of existing subgrade material, as opposed to constructing the new taxilane directly on the existing organic laced subgrade material. Organic material, such as what was found in this area, does not provide for quality structural subgrade and, in time, would result in a faster failure of new taxilane pavement. To address this issue, it is recommended that the existing subgrade, which contains organics, is over excavated approximately 2 feet deep and replaced with suitable (imported) subgrade material. The two factors described above resulted in a need for a significantly higher quantity of embankment material, and thus a higher construction cost than originally estimated. Compared to Century West's planning level construction cost of $281,618, the project construction cost estimate at 60% design is $407,683 (neither cost includes consultant inspection services during construction). Additionally, for your consideration, in December of 2021, WSDOT awarded the County a CARIB loan in the amount of $100k to partially fund this project. Additional information is forthcoming from David Chenaur (WSDOT), but generally the terms of the CARB loan are as follows: • Loans can be up to 20 years in duration, repaid annually. • fixed interest rate of 2.0%. This morning David confirmed for me that the County has not yet made a reimbursement request against this loan. Please let me know if there is additional project information that I can provide, or if there is a different format that would be most helpful for you. BRIEFING SUMMARY: • White Road right-of-way was acquired in 1902 • A portion of White Road was then adopted onto the road system in 1971 • A portion of the right-of-way was not used for roadway construction • In 2001 a Hazard Elimination Safety Grant funded the realignment of the roadway • A non-exclusive water and sewer franchise was granted in 2008 across the portion of White Road right-of-way requested to be vacated • Water utility installed within right-of-way in 2022 • Public Works has received an application to vacate the unconstructed portion and previous alignment area • Public Works (PW) supports the requested vacation with no value for the vacated right-of-way BACKGROUND: White Road right-of-way was established in 1902 from Airport Road to Teanaway Road. Documents suggest the northern portion of this was later vacated. An easement was then obtained to accommodate the roadway alignment and in 1971 the Board of County Commissioners adopted 0.5 miles of White Road onto the County Road System, from Airport Road north. The roadway alignment was never constructed for a portion of the right-of-way obtained. The road alignment at the time of adoption included switchback curves near the BPA power lines. In 2000 Kittitas County applied for, and subsequently received, safety funding to eliminate the switchbacks by reconstructing the roadway in accordance with WSDOT and County standards. The realignment required acquisition of property, which was done at the time of design. Construction in 2003 revised the road alignment to the condition found today, removing the switchbacks and introduced a single horizontal Page 1 of 2 Public Works "Work Session Staff Report" 2022 curve. The construction drawings at the time identify the area occupied by the previous road alignment and right-of-way which was not used for construction as to be vacated and the easement relinquished to the property owner. This right-of-way vacation and easement relinquishment appears to not have been finalized at that time. In 2008 a non-exclusive water and sewer franchise was granted to Northland Investments. This franchise agreement allows for water and sewer lines to be installed in the White Road right-of-way to serve development near the Creekside Road area. The franchise granted includes the area of White Road right-of-way which was not constructed. Utility work to install a water main in the right-of-way was done in the first half of 2022. Public Works received a request from the adjacent property owner to vacate the unconstructed portion of White Road right-of-way and the area occupied by the previous alignment. DISCUSSION: The requested vacation allows the adjoining parcel to no longer be burdened by the right- of-way. PW is proposing that no value be assigned to the right-of-way as no public improvements have been created in a portion of the right-of-way. The portion of right-of- way which had road improvements are no longer in use as the 2003 construction project realigned the roadway. A subsequent record of survey by the property owners will clear title and allow full use of the proponent's property. An easement for the private utility will need to be maintained. After an initial equipment purchase by the Road Fund, the equipment is then placed in ER&R and rented to other funds, typically the Road Fund. Rates are reviewed annually and updated accordingly. DISCUSSION: Rental rates for equipment within ER&R are reviewed and adopted annually pursuant to RCW 36.33A.10. Current (2022) rates were adopted from 2021 rates with no change. A review of the rental rates has been performed, considering operating costs, maintenance costs as well as replacement costs for each piece of equipment. New rates have been developed and presented as an attachment. FISCAL IMPACTS: Adjusted rates will change the cost rental rates paid primarily from the road fund.
