06/29/2022 MINUTES 1
COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM/ WEBEX
SPECIAL MEETING

WEDNESDAY 9:00 A.M. JUNE 29, 2022

Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory
Wright; and Commissioner Brett Wachsmith.

Others: Julie Kjorsvik, Clerk of the Board (Webex) & Phil Backlund,
Consultant.

SPECIAL MEETING ANNUAL UPDATE COMMISSIONERS

At 9:00 a.m. Chairman Osiadacz opened a Special Meeting with Phil
Backlund, for an annual update.

There were no public comments provided.

Phil Backlund, Consultant reviewed the Agenda and schedule for the
annual update meeting. There was a discussion of values; focus and
outreach; ten- and three-year goals; as well as the one-year plan
and 90-day rocks. The three-year plan included intermediate steps
necessary to advance toward the ten-year set of goals plus new goals
that fall within the three-year time period. The primary goal for
10 years was to increase efficiency and effectiveness.

The core values to help guide the performance of the Commissioners
duties included being accountable to each other, fellow employees,
and ultimately citizens; serve the community and not themselves;
serve with integrity built on ethical principles and make difficult
decisions based on the principles for the county’s future success;
commit to enabling and supporting economic growth; commit to
maintaining and, when necessary, creating healthy physical and
social environments; make decisions by observing a long-term view,
rural community values, and fiscal responsibility; collaborate with
partners by focusing on a balanced thoughtful approach, creating
goal-oriented outcomes and listening to issues.

The Board agreed to work on developing an annual report process that
identifies progress made from the previous year, including a list of
accomplishments. The Board also agreed to schedule a meeting with
the Management Team to discuss communicating their goals and space
needs.
