Others Present: City Manager Behrends Cerniwey; City Attorney Weiner, Deputy City
Clerk Davison, lnterim Community Development Director Ayling, Police Chief Wade,
Kittitas County Community Development Services Director Carlson and two members of
the public.
Others Present Remotely Via Zoom: Jeff Marcell, Alex Cooke, and Victoria Wilson from
Theory into Practice (TlP); Moses Lake Police Chief Kevin Fuhr
Councilmember David Miller had an excused absence.
Call to Order. The meeting was called to order at 5:30 p.m.
l.Economic Development Planning Update - TIP Strategies
City Manager Behrends Cerniwey gave a brief overview of the planning update. Jeff
Marcell, Alex Cooke, and Victoria Wilson presented TIP's findings for the outreach and
Alignment phase of the Economic Development Plan. Council and the Commissioners
discussed development priorities, placemaking, and people commuting outside of Kittitas
County for work.
2. Ad Hoc Committee on Homelessness Update
City Manager Behrends Cerniwey presented background from previous meetings of the Ad
Hoc Committee on Homelessness, as well as their trip to the Moses Lake Sleep Center.
Moses Lake Police Chief Fuhr outlined the history of the Sleep Center and responded to
questions from the Commissioners and Council. City Attorney Weiner detailed the
regulatory environment and current challenges with homelessness and public property. City
Manager Behrends Cerniwey presented information from Merit's Recovery Navigator
Program. Councilmember Tabb indicated that the Ad Hoc Committee has an upcoming
meeting on June 30,2A22.
3.lnterlocalAgreement for Urban Growth Area Update
Kittitas County Community Development Services Director Carlson provided information on
the progress of the lnterlocal Agreement.
4. Commissioner and Councilmember Updates
Commissioner Wright gave an update on the Kittitas County Council of Governments.
Mayor Lillquist presented information on the Utility Advisory Committee's review of the
Ellensburg Broadband Mapping and Strategic Plan. Counciland the Commissioners gave
appreciation for the willingness to collaborate and communicate.
