Chairman Osiadacz called the meeting to order.

approve the Consent Agenda, as presented. Chairman Osiadacz seconded.

LETTER TREAD MAP COMMITMENT TO PARTICIPATE COMMISSIONERS
Approve a letter to the State of Washington Tourism, intent to be
included in the TREAD Map App in 2022, and commit $30,000.00 to reserve
inclusion of the program.
RESOLUTION 2022-126 CENTERFUSE LEASE AIRPORT
Approve Resolution No. 2022-126, Authorizing a Lease between Kittitas
County and Centerfuse, beginning July 1, 2022, through April 30, 2023,
and to authorize the Airport Director to sign documents.

AGREEMENT AMENDMENT – ROBIN READ PUBLIC HEALTH
Approve Amendment No. 1 to the Professional Services Agreement between
Kittitas County and Robin H. Read Consulting, to facilitate involvement
of the Behavioral Health and Recovery Advisory Board, from January 1,
2022, through December 31, 2022.
RESOLUTION 2022-127 KPG PSOMAS PUBLIC WORKS
Approve Resolution No. 2022-127, Authorizing the Selection of KPG Psomas
for Supporting Civil and Structural Design for the Replacement of Bridge
#07101 Liberty Road Over Swauk Creek and to Authorize the Public Works
Director to Negotiate and Executive a Local Agency A&E Professional
Services Agreement for said Contract, CRP 306-21.
RESOLUTION 2022-128 CITY OF ROSLYN PUBLIC WORKS
Approve Resolution No. 2022-128, Authorizing the City of Roslyn to
Combine 2017 and 2022 Fund 108 (Distressed County Sales and Use Tax)
Funding for the Construction of Stormwater System Improvements.
AGREEMENT ELLENSBURG FAMIY MEDICINE DBA COMPASS DIRECT SHERIFF
Approve a Modification of the Existing Personal Services Agreement with
Ellensburg Family Medicine DBA Compass Direct for the Kittitas County
Jail.
RESOLUTION 2022-129 WALLA WALLA COUNTY SHERIFF
Approve Resolution No. 2022-129, Authorizing an Interlocal Agreement
between Walla Walla County, Washington and Kittitas County Washington,
for the Housing of Inmates, at the Kittitas County Jail, from June 21,
2022, through December 31, 2023.
RESOLUTION 2022-130 GRANT COUNTY SHERIFF SHERIFF
Approve Resolution No. 2022-130, Authorizing an Interlocal Agreement
between the Kittitas County Sheriff’s Office and the Grant County
Sheriff’s Office, to provide Mutual Aid Law Enforcement assistance.
RESOLUTION 2022-131 YAKIMA COUNTY SHERIFF SHERIFF
Approve Resolution No. 2022-131, Authorizing an Interlocal Agreement
between the Kittitas County Sheriff’s Office and the Yakima County
Sheriff’s Office, to provide Mutual Aid Law Enforcement assistance in
the Naches, Little Naches, and Cliffdell areas.

RESOLUTION 2022-132 YAKIMA COUNTY SHERIFF SHERIFF
Approve Resolution No. 2022-132, Authorizing an Interlocal Agreement
between the Kittitas County Sheriff’s Office and the Yakima County
Sheriff’s Office for Mutual Aid Law Enforcement assistance.

EXECUTIVE SESSION
At 10:15 a.m. Chairman Osiadacz announced the Board would recess into an
Executive Session for 10 minutes with Stephanie Hartung, Deputy
Prosecutor; Arden Thomas, Water Resource Program Manager; and Mark Cook,
Public Works Director, relating to RCW 42.30.110(c)to consider the price
at which real estate will be offered for sale or lease when public
knowledge regarding such consideration would cause a likelihood of
decreased price. However, final action selling or leasing public
property shall be taken in a meeting open to the public. Action was
anticipated.
At 10:25 a.m. the Board reconvened out of Executive Session. The Board
authorized entering into a Purchase and Sale Agreement for Water Rights
between Kittitas County and Solar Dollar, LLC, as well as apply for
grant funding.
At 10:27 a.m. Chairman Osiadacz announced the Board would recess into an
Executive Session for 10 minutes with Arden Thomas, Water Resource
Program Manager and Mark Cook, Public Works Director, relating to RCW
42.30.100(b) to consider the selection of a site or the acquisition of
real estate by lease or purchase when public knowledge regarding such
consideration would cause a likelihood of increased price. However,
final action selling or leasing public property shall be taken in a
meeting open to the public. Potential action following.
At 10:37 a.m. the Board reconvened out of Executive Session. The Board
directed Staff to look at the acquisition of property for the Flood
Control Zone District and for the County to provide due diligence.
