AGENDA SESSION STAFF REPORT
AGENDA SESSION DATE: June 21, 2022
ACTION REQUESTED: Request to Approve a Resolution selecting KPG Psomas
supporting Civil and Structural Design for the replacement of
Bridge No. 07101 Liberty Road over Swauk Creek and
Authorize the Public Works Director to negotiate and execute a
Local Agency A & E Professional Services Agreement for said
contract, CRP 306-201.

BACKGROUND: On May 3, 2022, the Kittitas County Board of County
Commissioners authorized advertisement of a request for
Statement of Qualifications supporting Civil and Structural
Design for the replacement of Bridge #07101 Liberty Road over
Swauk Creek.
Three (3) submittals were received by the closing date of May
26, 2022. The submittals were scored by Public Works, and the
selected submittal is from KPG Psomas. After formal selection
the Public Works Director will be authorized to negotiate and
execute a Local Agency A & E Professional Services Agreement
with KPG Psomas.
The design and engineering phase of this project will be
completed with funding secured through the FFY 2022 WA
Federal lands Access Program (FLAP).
INTERACTION: Public Works
RECOMMENDATION: Approve the Resolution selecting KPG Psomas supporting Civil
and Structural Design of the replacement of Bridge #07101
Liberty Road over Swauk Creek and authorize the Public Works
Director to negotiate and execute a Local Agency A & E
Professional Services Agreement for the same, CRP 306-21.
HANDLING: Return one original to Public Works.

AUTHORIZING THE SELECTION OF KPG PSOMAS FOR SUPPORTING CIVIL AND
STRUCTURAL DESIGN FOR THE REPLACEMENT OF BRIDGE #07101 LIBERTY
ROAD OVER SWAUK CREEK AND AUTHORIZING THE PUBLIC WORKS
DIRECTOR TO NEGOTIATE AND EXECUTE A LOCAL AGENCY A & E
PROFESSIONAL SERVICES AGREEMENT FOR THE SAME – CRP #306-21.
WHEREAS: Kittitas County Public Works advertised a Request for Statement of
Qualifications Supporting Civil and Structural Design for the Replacement of
Bridge #07101 Liberty Road over Swauk Creek; and
WHEREAS: Submittals were due by May 26, 2022, at 5:00pm; and
WHEREAS: Three (3) qualified firms submitted qualifications for review; and
WHEREAS: Public Works reviewed the submittals and recommends KPG Psomas as the
selected firm; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does hereby select KPG Psomas for supporting civil and
structural design for the replacement of Bridge #07101 Liberty Road over Swauk
Creek, and authorizes the Public Works Director to negotiate and execute a Local
Agency A & E Professional Services Agreement for the same, CRP 306-21.
