ACTION REQUESTED: REQUEST TO SET A PUBLIC HEARING
CONSIDERING THE APPROVAL OF TWO
CORELATING LEASE AGREEMENTS. A LAND
LEASE BETWEEN KITTITAS COUNTY AIRPORT
AND AIRPORT HOLDING LLC AND KITTITAS
COUNTY LEASEBACK PORTION OF A COMPLETED
BUILDING FROM AIRPORT HOLDING LLC.

BACKGROUND: In correlation with the Strategic Plan completed in 2021,
Kittitas County Airport Staff has negotiated the
development of commercial aeronautical facility,
incorporating three primary structures. The intent of the
development is to establish a new FBO, A&P maintenance
facility, commercial hangar lease space, community
observation area, pilot lounge, conference room and
offices. With the investment coming from a local aviator
and business owner, Airport Holdings LLC would like to
lease the land on lots H5A, H6A and H7A and H8A for
development of these facilities. In return, Kittitas County
Airport will be leasing approximately 5000 square feet of
the far west building, once completed in 2023, to use as the
new Airport office, and maintenance facility.
DISCUSSION: The land lease agreement will consist of Airport Holdings
leasing lots H5A, H6A, H7A, and H8A for the described
development. Airport Holdings will then lease to the
Kittitas County Airport Department office space and a
portion of the building for an Airport Equipment
Maintenance Facility. This brings the airport office back to
the airfield allowing all operations and administration to be
directly active with all individuals accessing and operating
at Bowers Field.

RECOMMENDATION: To set a public hearing considering approving the lease
agreement between Kittitas County Airport and Airport
Holdings LLC and Kittitas County Airport’s leaseback of a
portion of the completed FBO from Airport Holdings LLC
