06/01/22 MINUTES 1 <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 11:00 A.M. JUNE 1, 2022 <br /> <br />Board members present: Chairman Laura Osiadacz, Vice-Chairman Cory <br />Wright, and Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Amy Cziske, Treasurer; <br />Jerry Pettit, Auditor; and Brian Carlson, Budget & Finance Director. <br /> <br />SPECIAL MEETING TREASURER OFFICE HOURS TREASURER <br /> <br />At 11:00 a.m. Chairman Osiadacz opened a Special Meeting to meet <br />with the Treasurer and Budget & Finance Director. <br /> <br />Amy Cziske, Treasurer, reviewed a proposed Resolution authorizing <br />changes to their office hours. The office hours open to the public <br />would be Monday through Friday from the hours of 9:00 a.m. to 4:00 <br />p.m., with the exception of the months of April and October. The <br />hours would be extended in April and October from 9:00 a.m. to 5:00 <br />p.m. for the purpose of collecting taxes and being more available to <br />the public. <br /> <br />RESOLUTION 2022-118 TREASURER OFFICE HOURS TREASURER <br /> <br />Commissioner Wachsmith moved to approve Resolution No. 2022-188, <br />Authorizing the Change of Office Hours for the Kittitas County <br />Treasurer’s Office. Vice-Chairman Wright seconded. Motion carried 3- <br />0. <br /> <br />UPDATE PSA – ACCOUNTING SERVICES AUDITOR <br /> <br />Brian Carlson, Budget & Finance Director, provided a draft <br />Professional Services Agreement to prepare the 2021 Financial <br />Statements to ensure timely drafting and submission of 2021 <br />financial statements, and for additional phased scopes of work. He <br />said the budget impact is estimated at being $60,000.00 in 2022, and <br />$15,000.00 to $40,000.00 in 2023-2024. The proposed funding source <br />is to be the unallocated ARPA Funds. He said there are many more <br />political subdivisions, each with its own complex accounting and <br />reporting obligations, than there are technicians trained to meet <br />those obligations. Kittitas County is drawing from the same limited <br />talent-pool as every other political subdivision. He reviewed the <br />draft phases and said if the Board agreed to moving forward, he <br />would have the Prosecutor’s office review the draft agreement and <br />place it onto the Commissioners June 7, 2022, Agenda for <br />consideration.
