CALL TO ORDER Chairman Osiadacz called the meeting to order. PLEDGE OF ALLEGIENCE Chairman Osiadacz led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES PROCLAMATIONS PROCLAMATION OLDER AMERICAN’S MONTH COMMISSIONERS Commissioner Wachsmith moved to approve a Proclamation, declaring May 2022, as Older American’s Month, and urge residents to recognize the contributions of our older citizens, help to create an inclusive society, and join efforts to support older American’s choices about how they age in their communities. Vice-Chairman Wright seconded. Motion carried 3-0. AWARDS & RECOGNITIONS - NONE APPROVAL OF AGENDA Vice-Chairman Wright moved to approve the Agenda, as presented. Commissioner Wachsmith seconded. ORDINANCE 2022-004 AMEND KCC 3.20.060 LODGING TAX COMMISSIONERS Approve Ordinance No. 2022-004, Amending Kittitas County Code Chapter 3.20.060 Related to Lodging Tax. AGREEMENT ROBIN READ – BEHAVIORAL HEALTH PUBLIC HEALTH Approve a Professional Services Agreement between Kittitas County and Robin H. Read Consulting, in the amount of $85.00 per hour, to facilitate involvement of the Behavioral Health and Recovery Advisory Board, from January 1, 2022, through December 31, 2022. 05/03/2022 MINUTES 3 SET PUBLIC HEARING FACILITY RENTAL RATES & FEE SCHEDULE EVENT CENTER Approve Setting a Public Hearing for May 17, 2022, at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse, 205 W. 5th Ave. Ellensburg, WA to consider amending Facility Rental Rates and Fee Schedule for the Kittitas Valley Event Center, and to authorize the Clerk to publish said notice. AGREEMENT PPC SOLUTIONS EVENT CENTER Approve a Professional Services Agreement between Kittitas County and PPC Solutions, to provide uniformed security services from September 1, 2022, through September 5, 2022, at the Kittitas County Fairgrounds. AGREEMENT LDC, INC. CDS Approve a Professional Services Agreement between Kittitas County and LDC, Inc. in the amount of $33,900.00 to provide code development work related to the implementation of Resolution No. 2022-013 – ILA with the City of Ellensburg regarding Development in its Urban Growth Area. REQUEST TO ACKNOWLEDGE COURT SECURITY EQUIPMENT GRANT AS RECOMMENDED BY THE SECURITY COMMITTEE – ITEM REMOVED FROM THE AGENDA. AGREEMENT SYSTEMS FOR PUBLIC SAFETY, INC. SHERIFF Approve a Professional Services Agreement between Kittitas County and Systems for Public Safety, Inc. to install, service, and maintain the specialized equipment of the Sheriff’s Office vehicles, from January 1, 2022, through December 31, 2022. AGREEMENT WA STATE TRAFFIC SAFETY COMMISSION SHERIFF Acknowledge Amendment #1 to the Interagency Agreement between Kittitas County and the Washington Traffic Safety Commission, in the amount of $5,000.00, for the 2022 Traffic Safety high Visibility Enforcement Patrols from May 16, 2022, through June 5, 2022. AGREEMENT DEPT OF JUSTICE – US MARSHALS SERVICE SHERIFF Acknowledge Modification No. 1 to the Intergovernmental Agreement between the US Marshals Service, Prisoner Operations Division, and the Kittitas County Jail, beginning February 1, 2022. AGREEMENT US FOREST SERVICE SHERIFF Acknowledge Modification 4 to the Cooperative Law Enforcement Agreement #19-LE-11061700-009 between the Kittitas County Sheriff’s Office and the US Forest Services, Okanogan-Wenatchee National Forest Services, in the 05/03/2022 MINUTES 4 amount total amount of $39,552.60, beginning January 1, 2022, to December 31, 2022. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS RESOLUTION 2022-100 BOWERS FIELD STRATEGIC PLAN AIRPORT Vice-Chairman Wright moved to approve Resolution No. 2022-100, Authorizing Adoption of a Strategic Plan for Bowers Field Airport. Commissioner Wachsmith seconded. Motion carried 3-0. LETTER HOPESOURCE - ADDISON PLACE PROJECT COMMISSIONERS Commissioner Wachsmith moved to approve a letter to HopeSource, terminating Contract HH-2020-002-HopeSource-CIP, for the Addison Place Project, that is no longer the best use of the funds, and the project fund balance will be transferred to HH-2022-001-HopeSource-Pathways. Chairman Osiadacz seconded. Motion carried 2-1 (Vice-Chairman Wright opposed the motion). AGREEMENT PATHWAYS PROJECT PURCHASE COMMISSIONERS Commissioner Wachsmith moved to approve an Agreement HH-2022-001- HopeSource-Pathways between Kittitas County and HopeSource, in the amount of $750,000.00 to purchase the Nite’s Inn Motel in Ellensburg, WA beginning May 3, 2022, through July 1, 2022. Chairman Osiadacz seconded. Motion carried 2-1 (Vice-Chairman Wright opposed the motion).
