Adjourn Created on 4/22/2022 8:26:11 AM KITTITAS COUNTY PUBLIC WORKS STUDY SESSION MINUTES Commissioners' Auditorium and Webex Regular Meeting MONDAY 1:30 PM APRIL 25, 2022 Board members present: Chairman Laura Osiadacz, Vice -Chairman Cory Wright, Commissioner Brett Wachsmith Others: Mark Cook, Candie header, Public Works; Dan Carlson, Jeremy Johnston, Jeremiah Cromie, Jeremy Larson, Stephanie Mifflin, Jessica Miller, Community Development Services; Kristine Foreman, Human Resources; Jim Goeben, Information Technology; and One (1) Member of the Public At 2:00 pm Chairman Laura Osiadacz opened the Public Works Study Session. RIDGECREST ROAD AND ACCESS ISSUES Mark Cook gave background on Ridgecrest Road and the land use decisions in the surrounding area and how those decisions have affected the access/road issues. Mark Cook stated that a few years ago staff had conversations regarding the development of a Road Improvement District for Ridgecrest and the possibility of the road being used as an alternate access to the Teanaway area as an evacuation route. Mark Cook continued that a property owner has been granted permits from other county departments and they are now requesting an access permit, however, the road is not built to current standards and has been certified, so no access permit can be granted. Mark Cook stated that there are a few options for Board consideration that include a road maintenance agreement between the property owners, a road improvement district, a variance application submitted for consideration, or a voluntary restrictive covenant placed on title for other properties in the area. Mark Cook added that a hold harmless agreement could be reviewed as well. Pat Deneen was in attendance and gave public comment regarding his support for the suggestions being made by Public Works. Discussion was held. Staff was directed to research Ridgecrest Road as a possible evacuation route and work with legal to determine if a voluntary covenant or hold harmless agreement is feasible. FISCAL DEPARTMENT STAFFING AND CAYENTA SOFTWARE UPGRADE DISCUSSION Mark Cook stated that the current Finance Manager for Public Works will be retiring at the end of December 2022. Mark Cook continued that Public Works would like to hire a new Finance Manager ahead of that retirement for training purposes and discussion was held that current savings from vacant positions can cover the cost of the 2022-04-25 MINUTES additional hire. Mark Cook added that Public Works recently learned of an upgrade being schedule to Cayenta and that Fiscal Analyst, Scott Casey has extensive knowledge of the program and would need to be involved in the upgrade process. Mark Cook commented that with this project, the need for additional help is necessary. Discussion was held. Meeting adjourned at 3:05 pm. 2022-04-25 MINUTES KITTITAS COUNTY COMMISSIONERS KITTITAS COUNTY, WASHINGTON Laura Osiadacz, Chairman KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: April 25, 2022 TOPIC: Fiscal Department Staffing and Cayenta Software Upgrade Issues ACTION REQUESTED: Direct Staff LEAD STAFF: Mark R. Cook RECOMMENDATION: Direct Public Works (PW) solicit for a Fiscal Manager shadowing our current manager through December 2022. Expedite hiring the Lead Fiscal Analyst allowing our payroll specialist to interact with the Cayenta upgrade team and pending data migration effort. BRIEFING SUMMARY: • PW has been short a Fiscal Analyst for several months now. • Attempts to implement a Lead Fiscal Analyst have stalled. • A backlog of work is building in the Division. • Fiscal Manager Remeto retires December 31, 2022. • Unknown to PW, IT has been planning a significant upgrade to Cayenta — including time management and job costing. • PW is under -staffed to successfully support the software upgrade or the pending retirement of Remeto. BACKGROUND: Following the resignation of a PW Fiscal Analyst at the end of January 2022, PW requested action on establishing a Lead Fiscal Analyst position for PW and the Auditor's Office. The current two analysts have been covering department workload with assistance from Finance Manager Remeto. Owing to building workload, PW did solicit for a Fiscal Analyst and the solicitation closed on April 8, 2022. PW was not able to change experience requirements as any changes must be bargained with the Courthouse Union's business agent. Neither of the two applicants possess sufficient accounting skill meeting minimum requirements for hire consideration. PW understands that a memorandum of understanding with Council 2 is not in place allowing solicitation of a Lead Fiscal Analyst. PW learned last last week (04/1412022) of IT's pending Cayenta software program upgrade. Cayenta proposes skipping a previous version upgrade and moving to the second upgrade at Version 9.1. Page I of 3 Public Works "Work Session Staff Report", 2022 The proposed upgrade changes are summarized below: • Move from Oracle to SQL • Update payroll to Time based • Remove old tables (we currently have data back to 1994) • Potential upgrade • Project timeline likely 4+ months • Proposal and supplemental documents attached • SQL Server license has been purchased by IT. The database move from Oracle to SQL is expected to significantly impact payroll operations (EXHIBIT 1). DISCUSSION: Ongoing staff shortage and the pending retirement of P W 3 s Finance Manager is expected to cause PW accounting issues the longer we go without being fully staffed. It might be prudent to hire a Finance Manager in June and allow sufficient training prior to our manager retiring on 12/3112022. While this action is not expected to fully alleviate work program backlog, it is expected to help stabilize the Finance Division going into fiscal year 2023. PW's fiscal analyst specializing in payroll will likely need a fair amount of capacity supporting the Cayenta software upgrade. Major software upgrades are generally wrought with difficulties but by also changing the database management software more pending issues need to be recognized. Currently tools are used to move data from the financial system to third party software utilized within PW. These tools will likely be obsolete once the upgrade takes place. Many of these tools have allowed efficiencies to be gained that will now be lost. We cannot hire consultant support as no one knows the current database and the related programs better than Scott Casey, our Fiscal Analyst managing payroll. It is regrettable that we were not aware of the proposed software upgrade until recently. We are not in a good position supporting the software upgrade given current staffing shortages in PW. FISCAL IMPACTS: PW budgeted a Project Manager for 2022 that we have elected not to fill for the remainder of 2022. The current savings to personnel budgeted in 2022 is estimated at being: ($45.90/hr)(2080 hrs/yr) = $95,472. PW proposing utilizing personnel budget unused in 2022 offsetting the expense of hiring a Finance Manager ahead of Remeto's retirement on 12131/2022. Seven months of the current Finance Manager's salary equates to: $54,782.
