ACTION REQUESTED: REQUEST TO APPROVE A RESOLUTION
ACKNOWLEDGING AND ADOPTING THE BOWERS
FIELD STRATEGIC PLAN
LEAD STAFF: Ken Grannan, Airport Director
BACKGROUND: In 2021 Bowers Field underwent a Strategic Plan. The plan
was administered by AMCG Consultants and had a steering
committee of community members to provide input.
DISCUSSION: The completion of the Strategic Plan included the Mission,
Vision, and Goals for the next few years at Bowers Field.
It also established the action plan for achieving these goals.
A. Mission Statement
The mission of the Kittitas County Airport (Bowers Field)
is to operate and develop the Airport and Industrial Park in
a safe and efficient manner to encourage the availability of
high-quality aviation and non-aviation products, services,
and facilities; support professional aviation education
programs; enhance the economic benefit for the County;
and support local and regional emergency preparedness.
B. Vision Statement
The vision of the Kittitas County Airport (Bowers Field) is
to be the leading Central Washington regional general
aviation airport that is a vital and self-sufficient center of
air transportation and economic activity.
GOAL
1
Increase the capital investment in revenue
generating assets at the Airport by forty
percent (40%) by the end of 2024
GOAL

Secure the development and/or operation of
new aeronautical and aerospace
products, services, and facilities by 2024

3
Increase the economic impact of the Airport on
the community by twenty percent
(20%) by the end of 2024
GOAL
4
Improve and enhance the safety, security, and
efficiency of the Airport’s airside
infrastructure by the end of 2023
Many of the objectives focus on infrastructure development
and marketing. We believe that with the appropriate
marketing plan which is in the process of development we
will be able to encourage the infrastructure development
required to accomplish these goals.
The Airport Staff would like to see this strategic plan
integrated into the County wide strategic plans as
appropriate in order to unity of vision and understanding of
the potential economic impact Bowers Field can offer
Kittitas County and Ellensburg.
