ACTION REQUESTED: Request to Approve a Resolution authorizing the
Chair's signature on the Local Agency Federal Aid
Project Prospectus for the Liberty Road Swauk
Creek Bridge Replacement
BACKGROUND: On March 29, 2022, Kittitas County was informed
that the Liberty Road Swauk Creek Bridge
Replacement Project was selected to receive
funding through the FFY 2022 WA Federal Lands
Access Program (FLAP). The funds were
transferred to Federal Highway Administration
(FHWA) and will be administered through WSDOT
Local Programs per the Local Agency Guidelines
(LAG).
INTERACTION:
The LAG requires funds for each phase of the
project to be obligated separately. This project
Prospectus, for Preliminary Engineering Phase,
needs to be signed and approved by the Chair of
the Board and WSDOT Local Programs prior to the
funds being obligated, and project expenses being
eligible for reimbursement.
This project requires a 13.5% match in local funds
for the Preliminary Engineering phase.

Environmental Considerations
The project will be required to submit a Joint Aquatic Resources Permit Application (JARPA) Package to US
Army Corps of Engineers (USACE), Washington Department of Fish and Wildlife and Washington
Department of Ecology. After submittal of the JARPA package coordination will be provided with federal
and or state agencies to obtain a Corps 404 permit from the USACE, a Hydraulic Approval from WDFW, and
an Ecology 401 permit from Ecology. Because of the federal nexus, Endangered Species Act (ESA) Section 7
and National Historic Preservation Act (NHPA) Section 106 consultation must be completed. A biological
assessment, formal consultation and cultural assessment will be completed.
