KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: May 3, 2022 <br />ACTION REQUESTED: Request to Approve a Resolution establishing Council of <br />Government's Policy 2022-01 Grant Instructions and <br />Policy 2022-02 Conflicts of Interest. <br />BACKGROUND: Kittitas County Public Works solicits annually for <br />applications the Public Facilities Fund investing 0.09 <br />Distressed Sales and Use Tax funding. These applications <br />set guidelines for submittal. Policy 2022-01 sets Grant <br />Instructions for length, content, and completion of the <br />application form recognizing that failure to do so will <br />disqualify the application from scoring. <br />Policy 2022-02 Conflicts of Interest was discussed with <br />COG and this policy describes that on occasion, a member <br />of COG may be associated with a grant application and the <br />outlines the scoring of the application and recusal if <br />applicable. <br />These policies were approved by COG at the April 20, <br />2022, regularly scheduled meeting. The Board of County <br />Commissioners are now required to act on COG's <br />recommendation. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve the Resolution establishing the Council of <br />Government's Policy 2022-01 Grant Instructions and <br />Policy 2022-02 Conflicts of Interest. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution; Policy 2022-01 and 2022-02. <br />LEAD STAFF: Mark R.
