AGENDA DATE: May 3, 2022
ACTION REQUESTED: Request to Approve a Resolution establishing Council of
Government's Policy 2022-01 Grant Instructions and
Policy 2022-02 Conflicts of Interest.
BACKGROUND: Kittitas County Public Works solicits annually for
applications the Public Facilities Fund investing 0.09
Distressed Sales and Use Tax funding. These applications
set guidelines for submittal. Policy 2022-01 sets Grant
Instructions for length, content, and completion of the
application form recognizing that failure to do so will
disqualify the application from scoring.
Policy 2022-02 Conflicts of Interest was discussed with
COG and this policy describes that on occasion, a member
of COG may be associated with a grant application and the
outlines the scoring of the application and recusal if
applicable.
These policies were approved by COG at the April 20,
2022, regularly scheduled meeting. The Board of County
Commissioners are now required to act on COG's
recommendation.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution establishing the Council of
Government's Policy 2022-01 Grant Instructions and
Policy 2022-02 Conflicts of Interest.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2022 -
ADOPTING COUNCIL OF GOVERNMENT'S POLICY 2022-01 GRANT
INSTRUCTIONS AND POLICY 2022-02 CONFLICTS OF INTEREST
WHEREAS: The Kittitas County Board of County Commissioners utilizes distressed county
sales and use tax supporting Council of Government (COG) economic
development activities and construction of public facilities; and
WHEREAS: The COG maintains polices that assist the Board implementing Public Facility
Fund 108 grant awards annually; and
WHEREAS: The COG desires imposing a policy that requires grant recipients to adhere to
application instructions for continuity and ease of application review; and
WHEREAS: The COG additionally desires a policy outlining instances of conflicts of interest
for COG members and how impacted grants will be scored; and
WHEREAS: The COG voted to recommend policy adoption to the Board of County
Commissioners during its regularly scheduled meeting on April 20, 2022.
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby adopt COG Policy 2022-01 Grant Instructions and Policy
2022-02 Conflicts of Interest.

POLICY TITLE: Grant Instructions
NARRATIVE:
The Council of Governments (COG) desires that consistency and fairness be applied to
all grant applicants during open solicitation for grant applications. During the annual call
for projects, COG issues grant instructions to all potential grantees. The instructions
are designed to minimize effort during grant preparation while maximizing the ability for
the applicant to communicate their proposal for COG funding.
Grant applications that are received that violate or fail to follow application instructions
(length, content, and application form completion) will be determined to be non-
responsive and be returned to the applicant without further consideration during the
grant period.

POLICY NUMBER: 2022-02
POLICY TITLE: Conflicts of Interest
NARRATIVE:
The Council of Governments (COG) desires that consistency and fairness be applied to
all grant applicants during open solicitation for grant applications. During the annual call
for projects, it is anticipated that individual COG members may, from time to time, be
associated with a grant proposal beyond those directly related to individual
constituencies they represent. Current COG policy does not allow for the direct scoring
of COG member jurisdiction proposals. Effectively, the twelve -member COG will have
ten members scoring various jurisdictions proposals. When a COG member has some
conflict of interest with a proposal beyond their own jurisdictional proposal, that member
shall recuse themselves from scoring the conflicted proposal. That proposal would then
have nine COG members scoring and the total point allocation will be divided by nine.
Staff will compile all COG application score totals and divide each application point total
by the number of reviewers. This represents an averaged COG application score. In
the event of a COG member conflict, the proposal receives consistent ranking by the
COG (averaged score total) and competes fairly against all other applications.
