ACTION REQUESTED: REQUEST TO APPROVE A RESOLUTION
AUTHORIZING EXECUTION OF A REVOCABLE
LICENSE WITH THE MODEL AIRPLANE CLUB AT
BOWERS FIELD.

BACKGROUND: The airport has hosted an RC Club for model aircraft for
many years. The location of the club is on the eastern
agricultural lease with garment from the tenant. In recent
years we have had a couple aircraft get off course and crash
land inside the aeronautical fence. In 2021, we had a radio
controlled aircraft crash land in the middle of the airfield
after crossing runway 11/29. Operations were suspended in
agreement with the Airport Advisory Committee until a
final determination of their future activity was determined.
DISCUSSION: Upon having meetings with the RC Club and the AAC, it
was suggested to develop a revocable license. This license
was prepared by the prosecutor’s office incorporating the
rules from the RC Club and providing an opportunity for
the RC Club to continue operations under strict regulations.
If for any reason these rules are broken or there is another
instance endangering piloted aircraft, the license will be
revoked, and no further RC activity will be allowed at
Bowers Field. Currently we are working on an annual fee
somewhere around the $100 or $150 mark. We will make
our final determination at the AAC meeting later this week
and request signature by the RC Club prior to seeking
BoCC approval.
