AGENDA STAFF REPORT
AGENDA DATE: April 19, 2022
ACTION REQUESTED: Request to Approve the Resolution to Award the Contract
for the North Thorp Highway -Yakima River Bridge Truss
Rehabilitation Project CRP 302-20 and Authorize the
County Engineer to execute the same.
BACKGROUND: On July 7, 2020, the Kittitas County Board of County
Commissioners (BOCC) approved Resolution 2020-131
initiating the County Road Project CRP 302-20 for the
North Thorp Highway -Yakima River Bridge Rehabilitation
Project.
On March 17, 2022, the BOCC approved a Notice of Call
for Sealed Bids for the construction of said project. Sealed
bids were opened publicly on April 7, 2022, at Kittitas
County Public Works. The engineers estimate for the
project was $1,500,000.00 to $2,000,000.00. There were
(5) five qualified bids received, with the lowest bid being
Liberty Maintenance, Inc. in the amount of $2,093,099.93.
Federal Funding has been secured through WSDOT Local
Bridge Program for the needed construction work on the
bridge.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution to Award the Contract for the
North Thorp Highway -Yakima River Bridge Truss
Rehabilitation Project CRP 302-20 and authorize the
County Engineer to execute the same.
HANDLING: Return one (1) copy to Public Works.

RESOLUTION NO. 2022 -
AWARDING THE CONTRACT FOR THE NORTH THORP HIGHWAY-YAKIMA
RIVER BRIDGE TRUSS REHABILITATION PROJECT, AND AUTHORIZE THE
COUNTY ENGINEER TO EXECUTE THE SAME
WHEREAS: The call for sealed bids supporting the North Thorp Highway -Yakima River
Bridge Truss Rehabilitation Project was authorized by the Kittitas County Board
of Commissioners on March 17, 2022; and
WHEREAS: The Department of Public Works solicited bids in accordance with RCW
36.77.020 Contract Procedures; and
WHEREAS: Sealed bids were received and opened on April 7, 2022, at 1:00 pm; and
WHEREAS: There were five (5) responsive bids received for review; and
WHEREAS: The lowest responsive bid was from Liberty Maintenance, Inc. in the amount of
$2,093,099.93; and
WHEREAS: The County Engineer recommends the lowest responsive bid be accepted; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners finds it in
the best interest of the County to award the Contract for the North Thorp
Highway -Yakima River Bridge Rehabilitation Project; and
BE IT FURTHER RESOLVED that the County Engineer is authorized to sign contract
documents for said project.
