2. Proiect Description Summary: Provide a brief summary the project being proposed and
a general description of how it will address homelessness or affordable housing in
Kittitas County. Be sure and indicate whether the proposal is intended to provide direct
client services or construction, maintenance, or improvement of housing facilities,
including a proposed timeline for completion. (300 words max.)
This proposal is for the acquisition of 4.8 acres in Ellensburg, including a disused hotel
structure. We intend to purchase the property and building using a combination of
HAHC, City of Ellensburg, and HopeSource funds to address housing needs in Kittitas
County. The funding source for the building rehabilitation will depend on the structure's
intended purpose. HopeSource will seek input from community stake holders to
determine the type and use of the building. Once those are defined, we will identify and
seek appropriate rehabilitation funding. Future uses of the property's vacant portions will
be placed into an affordable housing application with the State and Federal Government
providing workforce housing in support of retail operations, including those proposed by
the "Canals" project.
Depending on the community's will, one potential funding source for building
rehabilitation is the Washington State Legislature allocated funding for Permanent
Supportive Housing (PSH) units through Apple Home and Health Funds (H81866).
These funds are dedicated strictly to PSH units used to house chronically homeless
households with a disabling conditions in a PSH Dedicated Plus model. PSH units
combine wrap-around case management and financial supports for those households
who are unlikely to attain housing on their own or live independently. This model seeks
to house the most challenging populations, those with severe barriers to housing due to
disabilities, lack of income, substance use issues, and a history of homelessness.

3. County Priorities: lndicate which of the following priorities are being addressed by the
proposed project and how you intend to address them. (Select all that apply and give
a brief L00 word description for each selected.)
Fluickly identify and engage people experiencing homelessness.
Outreach and identification is accomplished through field visits to all areas and
businesses where homeless individuals or families are likely to spend time. We track all
outreach efforts on a weekly basis to assure anyone experiencing homelessness is
identified and given continued opportunities to receive assistance. We work closely with
the City Homelessness Task Force to come alongside individuals identified as
homeless with high vulnerability and currently un-engaged needing services. lntakes
include a VI-SPDAT designed for each demographic we serye in order to determine
each clients level of vulnerability and to develop a stability plan best suited to the needs
of each client.
r'Prioritize housing for people with the greatest needs
Affordable housing prioritizes attainable housing for low- and very-low income
households. ln the case of PSH units, priority is given to chronically homeless
households that include a person with a disability. Prioritization will be based on the
length of time homeless and the severity of the household's needs.
Operate an effective and efficient homeless crisis response system that
swiftly moves people into stable permanent housing.
The Kittitas County Continuum of Care Coordinated Entry System for homeless
individuals has been created to better maximize resources available in the community
and to quickly re-house homeless individuals or prevent eviction. Using a web-based
entry system that can be accessed from any computer or phone, the system is
positioned to deliver information to the entire housing provider network immediately in
one step, avoiding the need to go "door to door" for assistance. Agencies then
communicate among themselves to determine the best choice for the applicant and to
prioritize services. The client is then contacted for a full intake with the agency best
suited to meet their needs

Project the fully implemented local plans on the number of households
housed and the number of households left unsheltered, assuming existing
resources and state policies.
This project will add an additional 16 units to the County homeless stock, a priority of
Objective 4 in the recently updated homeless plan. The plan also shows an increased
need for housing that targets senior, disabled, and veteran households who are rapidly
being priced out of the market. This project will serve Chronically Homeless
Households (those with a disabling condition and homeless for a year or more, or 4
episodes in the last two years). Homeless households will be placed through
Coordinated Entry, which will reduce pressure on the homeless response system in the
county.
{Address racial disparities amongst people experiencing homelessness
HopeSource recognizes that race and economic status can significantly limit the
opportunities of program participants and acknowledge the unequal impact of these
factors and works to prepare program participants to overcome systemic racism in
housing, education, asset building, income, employment, and access to high-quality
food. lt is the expectation that employees are sensitive to all diversity within the
population of persons served by the organization and the employee workforce.
r'Other information you think would be beneficial for the Committee to know
HopeSource priorities and the priorities of the Homeless and Affordable Housing
committee are strongly aligned with Governor lnslee's Reducing Poverty and lnequality
10-Year Plan. All of those projected to be served by this funding will have housing
stability plans including education and employment plans. HopeSource's Hope
University provides in-person and virtual coaching in life skills such as basic budgeting,
credit and debt, smart spending, stress management, and healthy living to ensure they
are able to maintain their independence in the long term. The HopeSource NorthStar
suite works with people to strengthen or gain work skills and behavior that will secure
and sustain employment.

4. Partnerships: List your key community partnerships for the proposed project and what
their role will be. (250 words max.)
HopeSource case advocates and managers will regularly collaborate with and refer to
the Housing Authority for VASH for veterans and Section 8 housing vouchers for
qualified households; Comprehensive Healthcare, which provides mental health and
supportive housing for individuals coming out of therapeutic treatment; WorkSource
employment specialists who coordinate with HopeSource to provide employment search
and preparation resources if the client can work; DSHS-SNAP and temporary financial
benefits that provide security as clients construct their safety net; The Social Security

HopeSource case advocates do an intensive intake, identifying the needs of the client
and begin creating stability plans for housing and employment. Case advocates
regularly interact with, monitor, and measure client progress as long as they are in a
HopeSource program.
HopeSource actively seeks input and feedback in the groups where they participate,
such as the KCHN Leadership Council and Board, the HUD Continuum of Care Steering
Committee, the A-Team, Rotary Club, and the Chamber of Commerce.
Any construction or rehabilitation will focus on local builders and contractors.

5. Gaps and Duplication in Services: Describe how your proposed project fills a gap in
homeless and/or affordable housing services in Kittitas County. lnclude a description of
how the project is or isn't a duplication of current services. (250 words max.)
There is no other pending project of this type in Kittitas County for workforce housing.
The Ellensburg Housing Needs Assessment shows a clear need or one-bedroom
apartments to relieve the ongoing housing cost burden: "As oI2O17, about 70o/o of all
households in Ellensburg have only 1 or 2 members. Yet only 28o/o of housing units
offered are studios or 1-bedroom. The relief of having affordable housing allows
households to provide themselves with lifesaving prescription and medical care, food,
and decent basic clothing." lntended residents can maintain pride in their independence
and ability to care and provide for themselves without living in fear of being without food,
without basic necessary medical care, and of being homeless with nowhere to turn.
There are no dedicated permanent supportive housing programs pending in Kittitas
County for chronically homeless households with disabilities, leaving a significant gap in
comprehensive services. Permanent housing was identified as one of the highest-felt
community needs in the 2020 Community Needs Assessment.

BUDGET NARRATIVE
1. Funding Utilization: Describe how the funds will be used to support the proposed
project. For example, will the funds be used for staff time, supplies, consultants,
contractors, construction costs, direct customer services, etc.? (250 words max.)
The funds requested from the County will fund half of the purchase of the property.
Additional funds are being sought for the remainder of the purchase from the City of
Ellensburg ($ZSO,OOO.00) and contributions from HopeSource as needed for earnest
money, closing costs, and legal representation ($100,000). Once the type and use of the
existing structure are determined based on community feedback, funding for the
rehabilitation of the building will be sought from appropriate sources. Depending on the
community feedback, on source of funding coming available in the Legislature is for
rehabilitation of a PSH property and would be funded by the Apple Home and Health
Funds (HB1866), which in this case would be projected to cost approximately $800,000.

2. Other Support: Describe any monetary, in-kind, donations, grants, or other types of
support that will be used for the project. lnclude both guaranteed support and support
that may still be uncertain. (250 words max.)
HopeSource is applying for additional funds from the City of Ellensburg to cover the
other half of acquisition. HopeSource will provide the money necessary for earnest
money, closing costs, and legal representation. Rehabilitation funding will be acquired
by applying to appropriate state and federal funding sources dependent on the type and
use of the structure.

3. Sustainability: Describe how this project would or wouldn't be sustained if these
Homelessness Prevention and Affordable Housing funds were not available either
currently or in the future. (250 words max.)
The rental income from the affordable housing occupants at the existing structure will
support operations, and other funded grants will support case management activity. This
project will remain affordable for a minimum of 20 years, renting only to households at or
below 60% AMl. Further development on the site will include affordable workforce
housing likely in the 50% AMI targeted populations. This location is ideal for this kind of
project as it is close to entry-level employment, major transportation thoroughfare
including l-90, and grocery stores with fresh food available..

4. Partial Funding: lf this project were to receive only partial funding from this source,
how would the project be impacted? How would the proposal be adjusted for less than
the requested amount of funds? (250 words max.)
lf there is only partial funding available, the project will not be able to go forward. NOFA
applications have expired for the current year, making it impossible to apply for HUD,
HTF, and CDBG grants for this project stage.
