COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
WEBEX/CONF. ROOM
REGULAR MEETING
MONDAY 9:00 A.M. APRIL 11, 2022
Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory
Wright and Commissioner Brett Wachsmith.
Others: Mandy Buchholz, Administrative Supervisor; Julie Kjorsvik,
Clerk of the Board and 3 members of the public.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Osiadacz opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending April 8, 2022.
LETTER DENEEN – REAL ESTATE PURCHASE COMMISSIONERS
Commissioner Wright moved to approve Board signature on a letter
regarding Real estate Purchase & Sale Agreement – Deneen, as
presented. Commissioner Wachsmith seconded. Motion carried 3-0.
REAPPOINT SMITH - KCHA COMMISSIONERS
Commissioner Wright moved to reappoint Nicalee Smith for a 5 year
term on the Kittitas County Housing Authority effective immediately
noting her new term would end on 4/6/2027. Commissioner Wachsmith
seconded. Motion carried 3-0.
APPOINT RENFROW – FCZD COMMISSIONERS
Commissioner Wright moved to appoint Brent Renfrow for a 2 year term
on the Flood Control Zone Dist., effective immediately noting his

term would begin immediately & end on 1/1/2024. Commissioner
Wachsmith seconded. Motion carried 3-0.
LETTER CWU – MEDICAL GRADE AIR COMMISSIONERS
Commissioner Wachsmith moved to ratify Board signature on letters of
support to Senator Cantwell and Representative Schrier for the CWU’s
one time funding for an install of Medical Grade Air Distribution as
presented. Vice Chairman Wright seconded. Motion carried 3-0.
REQUEST COUNTY NOISE ORDINANCE COMMISSIONERS
Commissioner Wright moved to approve a request for a waiver to the
County Noise Ordinance from Jesse Webb, to hold a private party at
her residence on May 21, 2022 until midnight address 6280 Badger
Pocket Road, Ellensburg, WA 98926, subject to Ms. Webb submitting a
listing of addresses that are within 1,000 feet of her residence,
and notifying them of the party by no later than 5/2/2022, at 5:00
p.m. Commissioner Wachsmith seconded. Motion carried 3-0.
LETTER FY 2023 APPROPRIATIONS COMMISSIONERS
Commissioner Wright moved to approve and authorize Chair signature
on letters to Senator Murray, Senator Cantwell, and Representative
Schrier for the FY 2023 Appropriations Priorities for Kittitas
County, as presented. Commissioner Wachsmith seconded. Motion
carried 3-0.
LETTER ROSLYN LIBRARY COMMISSIONERS
Commissioner Wright moved to approve Board signature on a letter to
Senator Murray in Support for the Roslyn Library FY 2023
Appropriations as presented. Commissioner Wachsmith seconded. Motion
carried 3-0.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined that for the week of April 11, 2022, the Board
would post on their Facebook page the two proclamations they had on
the 4/5/2022 Agenda Session, as well as information about the
Transportation Open House that Chairman Osiadacz attended.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2022
were determined at the Board of County Commissioners Office Admin
meeting earlier on and they will continue to provide updates at
future meetings.

Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
The Board discussed Mr. Backlund’s Contract moving forward and gave
Chairman Osiadacz direction for changes to incorporate.
