AGENDA STAFF REPORT
AGENDA DATE: April 5, 2022
ACTION REQUESTED: Request to Approve a Resolution to Award the Contract for
the Kachess Lake Road Culvert Replacement Project, CRP
284-18, and authorize the County Engineer to execute the
same.
BACKGROUND: On March 20, 2018, the Kittitas County Board of County
Commissioners (BOCC) approved Resolution 2018-054
initiating County Road Project (CRP 284-18) for the
Kachess Lake Road Culvert Replacement Project.
On March 1, 2022, the BOCC approved a Notice of Call
for sealed bids for the construction of said project. Sealed
bids were opened publicly on March 17, 2022, at Kittitas
County Public Works.
The project is being funded through REET 1 and local road
maintenance funding from Kittitas County Public Works.
The engineers estimate for the project was $1,109,400.00.
There were six (6) qualified bids received, with the lowest
bid being Pro Grade Enterprises, Inc. in the amount of
$1,038,915.00.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution to Award the Contract for the
Kachess Lake Road Culvert Replacement Project, CRP
284-18 and authorize the County Engineer to execute the
same.
HANDLING: Return one (1) original to Public Works.

RESOLUTION NO. 2022 -
AWARD THE CONTRACT FOR THE KACHESS LAKE ROAD CULVERT
REPLACEMENT PROJECT, CRP 284-18, AND AUTHORIZE THE COUNTY
ENGINEER TO EXECUTE THE SAME
WHEREAS: The call for sealed bids supporting the Kachess Lake Road Culvert Replacement
Project was authorized by the Kittitas County Board of Commissioners on March
1, 2022; and
WHEREAS: The Department of Public Works solicited bids in accordance with RCW
36.77.020 Contract Procedures; and
WHEREAS: Sealed bids were received and opened on March 17, 2022, at 1:00 pm; and
WHEREAS: There were six (6) responsive bids received for review; and
WHEREAS: The lowest responsive bid was from Pro Grade Enterprises, Inc. in the amount of
$1,038,915.00; and
WHEREAS: The County Engineer recommends the lowest responsive bid be accepted; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners finds it in
the best interest of the County to award the Contract for the Kachess Lake Road
Culvert Replacement Project, CRP 284-18
BE IT FURTHER RESOLVED that the County Engineer is authorized to sign contract
documents for said project.
