COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. MARCH 15, 2022
Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory
Wright; and Commissioner Brett Wachsmith.

CALL TO ORDER
Chairman Osiadacz called the meeting to order.
PLEDGE OF ALLEGIENCE
Chairman Osiadacz led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Jerry Pettit, Auditor, introduced Brian Carlson as their new Budget &
Finance Director. PROCLAMATIONS PROCLAMATION EHS GIRLS BASKETBALL STATE CHAMPIONSHIP DAY COMMISSIONERS
Vice-Chairman Wright moved to approve a Proclamation declaring March 18,
2022, as Ellensburg High School Girls Basketball Team Washington State
2A Champions Day. Commissioner Wachsmith seconded. Motion carried 3-0.
PROCLAMATION CHILD ABUSE PREVENTION MONTH COMMISSIONERS
Vice-Chairman Wright moved to approve a Proclamation declaring April
2022 as Child Abuse Prevention Month in Kittitas County. Commissioner

Vice-Chairman Wright moved to approve the Agenda, as presented.
Commissioner Wachsmith seconded. Motion carried 3-0. CONSENT AGENDA
At the conclusion of reviewing each item Vice-Chairman Wright moved to
approve the Consent Agenda, as presented. Commissioner Wachsmith

SPECIAL EVENT YAKIMA RIVER CANYON MARATHON COMMISSIONERS
Approve a Special Event Application to hold the Yakima River Canyon
Marathon, on Saturday April 2, 2022, contingent upon complying with the
recommendations made by the Kittitas County Public Works Department,
Sheriff’s Office, Treasurer’s Office, and Fire Marshal.
SET PUBLIC HEARING SPECIAL FUND - LIMITATIONS ON USE COMMISSIONERS
Approve Setting a Public Hearing to consider revisions to Kittitas
County Code Chapter 3.20.060, a Special Fund-Limitations on use-
Investment for the Kittitas County Lodging Tax, to be held on Tuesday
April 5, 2022, at 2:00 p.m. in the Commissioners Auditorium, Room 109,
Kittitas County Courthouse 205 West 5th Ave. Ellensburg, WA and to
authorize the Clerk to publish said notice.

SET PUBLIC HEARING AMEND T-HANGAR LEASE AIRPORT
Approve Setting a Public Hearing to consider Amending the
Carroll/Hahnemann T-Hangar Lease, to be held on Tuesday April 5, 2022,
at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Ave. Ellensburg, WA and to authorize the Clerk to
publish said notice.
AGREEMENT WA STATE MILITARY DEPARTMENT SHERIFF
Acknowledge Grant Agreement No. E22-264, between the Washington State
Military Department and the Kittitas County Sheriff’s Office, in the
amount of $14,205.00 for the Emergency Management Performance Grant
American Rescue Plan Act, to assist state, local, territorial, and
tribal governments in preparing for all hazards through sustainment and
enhancement of those programs as described in the Work Plan, from June
1, 2021, through December 31, 2022.
RESOLUTION 2022-072 WA STATE HEALTH CARE AUTHORITY SHERIFF
Approve Resolution No. 2022-072, Authorizing a Professional Services
Agreement between the Washington State Health Care Authority and
Kittitas County, in the amount of $271,035.00, for developing or
implementing or continuing to expand medication for Opioid Use Disorder
in Jails Program, from March 1, 2022, through June 30, 2022.
AGREEMENT LAW & JUSTICE GRANT FUNDS FOR 2022 AUDITOR
Approve Agreements for the Law & Justice Grant Funds, as awarded in
Resolution No. 2021-188: #22-02 Kittitas Police Department $3,330.31;
#02-03 Kittitas County Jail $4,490.00; #22-04 Kittitas County Sheriff
$11,500.00; #22-06 Kittitas County Fire District #1 $750.00; #22-07
Kittitas County Sheriff $4,750.00; #22-08 Kittitas County Jail $963.00;
#22-09 Youth Services of Kittitas County $5,000.00; #22-10 CWU Police
and Public Safety $2,400.00; and #22-11 HopeSource $2,500.00, to expire
on October 31, 2022 with all reimbursements submitted by November 27,
2022.
SET PUBLIC HEARING DISTRICT BOUNDARIES & VOTING PRECINCTS AUDITOR
Approve Setting a Public Hearing to consider Adopting County
Commissioner District Boundaries and removing Voting Precincts from
County Code, to be held on Tuesday April 5, 2022, at 2:00 p.m. in the
Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West
5th Ave. Ellensburg, WA and to authorize the Clerk to publish said
notice.

AGREEMENT DEPARTMENT OF REVENUE AUDITOR
Acknowledge a Tax and License Secrecy Clause Confidentiality Agreement
with the Washington State Department of Revenue for Brian Carlson,
Budget & Finance Director.
AGREEMENT LAW & JUSTICE GRANT FUNDS AUDITOR
Approve Amendment #1 to the Law & Justice Grants #21-02 between Kittitas
County and the Kittitas County Public Health Department and #21-10
between Kittitas County ad the Kittitas Valley Event Center.
RESOLUTION 2022-073 509 FACILITY SERVICES PUBLIC HEALTH
Approve Resolution No. 2022-073, Amendment #2 to the Professional
Services Agreement between Kittitas County and 509 Facility Services, to
provide professional decontamination of spaces previously occupied by
individuals under isolation of quarantine orders.
AGREEMENT ENTRUST COMMUNITY SERVICES PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Entrust Community Services, from February 1, 2022, through June 30,
2022, to provide employment and day services for people with
developmental disabilities from February 1, 2022, through June 30, 2022.
RESOLUTION 2022-074 DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Resolution No. 2022-074, Authorizing Amendment #2 to the 2022-
2024 Consolidated Contract between the Department of Health and the
Kittitas County Public Health Department, beginning January 1, 2022,
through December 31, 2024.
SURPLUS PUBLIC HEALTH VEHICLES PUBLIC HEALTH
Approve the Surplus Trade-In for two Ford Escapes and a Ford 150 used by
the Kittitas County Public Health Department, for newer vehicles with
less miles and to provide a safer and more reliable vehicles for Staff.
RESOLUTION 2022-076 TEANAWAY RD AT DICKEY CREEK BRIDGE PUBLIC WORKS
Approve Resolution No. 2022-076, Authorizing a Washington State
Department of Natural Resources Easement Realigning a Portion of
Teanaway Road at Dickey Creek Bridge.
SET PUBLIC HEARING NEW SECTION COUNTY CODE 10.07.065 PUBLIC WORKS
Approve Setting a Public Hearing to consider adding a New Section to
Kittitas County Code 10.07.065 as requested by the Kittitas County

Sheriff’s Department, to be held on Tuesday April 5, 2022, at 2:00 p.m.
in the Commissioners Auditorium, Room 109, Kittitas County Courthouse
205 West 5th Ave. Ellensburg, WA and to authorize the Clerk to publish
said notice.
RESOLUTION 2022-075 WATERSHED SCIENCES AND ENGINEERING PUBLIC WORKS
Approve Resolution No. 2022-075, Authorizing the Chairman’s signature on
the Watershed Sciences and Engineering Task Order No. 4 – Easton Reach
Yakima River Hazard Analysis and Mapping Investigation, in the amount of
$245,261.00.
CALL FOR BIDS YAKIMA RIVER BRIDGE TRUSS REHAB. PUBLIC WORKS
Approve a Notice of Call for Bids for the North Thorp Highway – Yakima
River Bridge Truss Rehabilitation Project, to be accepted until 1:00
p.m. on Thursday April 7, 2022, at the Kittitas County Public Works
Department 411 North Ruby Street, Ellensburg, WA and to authorize the
Clerk to publish said notice.
RESOLUTION 2022-077 PUBLIC DEFENSE ADVISORY COMMITTEE COMMISSIONERS
Approve Resolution No. 2022-077, Specifying the Creation and Composition
of the Advisory Committee for Future Public Defense Options.
RESOLUTION 2022-078 PETRICHOR COMMISSIONERS
Approve Resolution No. 2022-078, Authorizing an Interlocal Agreement
between Kittitas County and Petrichor for the provision of assistance in
enhancing the County’s Broadband Internet Infrastructure.

EXECUTIVE SESSION
At 10:55 a.m. Chairman Osiadacz announced the Board would recess into an
Executive Session for 5 minutes with Patti Stacey, Solid Waste
Director/Interim Maintenance Director/Project Manager, to consider the
selection of a site or the acquisition of real estate by lease or
purchase when public knowledge regarding such consideration would cause
a likelihood of increased price. Action anticipated.

At 11:00 a.m. the Board reconvened out of Executive Session. Direction
was given to Staff to proceed with the purchase. ADJOURNMENT
The meeting was adjourned at 11:01 a.m.
