AGENDA DATE: March 15, 2022
ACTION REQUESTED: Request to Approve a Notice of Call for Sealed Bids for the
North Thorp Highway — Yakima River Bridge Truss
Rehabilitation Project CRP 302-20.
BACKGROUND: The North Thorp Highway -Yakima River Bridge requires
preventive maintenance to extend the life of the structure.
This steel truss structure was constructed in 1936. The
existing paint system has failed throughout much of the
bridge truss. This project will rehabilitate the bridge by
removing the existing paint system and repainting,
repairing bottom chord panel points, joints, and repair
damaged truss portal members.
Federal Funding has been secured through WSDOT Local
Bridge Program for the needed construction work on the
bridge.
The engineers estimated range for construction is
$1,500,000.00 to $2,000,000.00.
Call for bids are advertised in the Northern Kittitas County
Tribune, Daily Record and the Daily Journal of Commerce.
Bids are scheduled to be received by IPM Thursday, April
7, 2022, and will be opened at the Public Works office.
INTERACTION: Public Works.
RECOMMENDATION: Move to approve a Notice of Call for Sealed Bids for the
North Thorp Highway — Yakima River Bridge Truss
Rehabilitation Project CRP 302-20, and direct staff to
advertise as requested.
HANDLING: Return one (1) copy to Public Works.

NORTH THORP HIGHWAY - YAKIMA RIVER BRIDGE TRUSS REHABILITATION PROJECT
KITTITAS COUNTY ELLENSBURG, WASHINGTON
Sealed bids will be received by the Kittitas County Public Works, at the reception desk located at 411 North Ruby Street,
Suite 1, Ellensburg, Washington until 1:00 PM on Thursday, April 7, 2022, and will then and there be opened and publicly
read for the construction of the North Thorp Highway — Yakima River Bridge Truss Rehabilitation Project.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in
an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such
contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid
proposal deposit shall be forfeited to the Kittitas County Public Works.
The right is reserved to reject any and all bids and to waiver informalities in the bidding.

Kittitas County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d
to 200od-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in
consideration for an award.
This project has a DBE Goal of 10%, and a training hours goal of 400.
The improvement for which bids will be received is described below:
The Work to be performed within 100 (one hundred) working days from the date of Notice to Proceed consists of furnishing
all materials, equipment, tools, labor, and other work or items incidental thereto for:
This Contract provides for the rehabilitation of the North Thorp Highway — Yakima River Bridge; this includes removing
and replacing the paint on the bridge; repairing multiple bottom chord panel points; repairing failing asphalt plug joints at
the ends of the truss; repairing failing poured rubber joints at the floorbeams; repairing truss portal members; repairing
concrete spalls at the piers; removing and replacing portions of pavement, all in accordance with the attached Contract
Plans, Contract Provisions, and the Standard Specifications.
Engineer's estimated range for the project is $1.5 - $2.0 Million.
