SPECIAL MEETING PROPOSAL FOR HOPESOURCE COMMISSIONERS At 1:30 p.m. Chairman Osiadacz called a Special Meeting to order to hear a proposal and request for support from HopeSource. John Raymond explained to the Board that there is legislation coming from the State currently that would allow HopeSource to utilize funds for shovel ready projects. There is an opportunity for HopeSource to buy the Nite’s Inn property in Ellensburg with support from the City and County. This would serve as permanent supportive housing in the County. Under current Homelessness guidelines, Kittitas County has reached functional 0 in the highest priority sections, and this would be a missing piece. Commissioner Wright asked questions regarding the market sale of the property, zoning of the property, and the rehabilitation estimates for the building. The property has been on the market for 5 years, but the developers are interested in selling now. It is currently zoned for commercial use, but the city is in the process of changing that. The building is in better condition than expected and has convenient utility positions to keep costs savings. Commissioner Wright asked if they had spoke to any surrounding developers since this area will be developed soon. HopeSource has not spoken to surrounding owners. There was conversation of the community impacts of this. There was discussion on the Sleep Center in Mosses Lake and the results of that program. This program would be managed similarly. There needs to be discussion with Law Enforcement agencies and the cities before the project moves forward. There is discussion of using ARPA funds to fund the project, but there needs to be a discussion about financial options as well. HopeSource will need to a lot of community education and messaging around this project.
