At 1:40 pm Chairman Laura Osiadacz opened the Public Works Study Session. REQUEST TO APPROVE A RESOLUTION AUTHORIZING CHAIR SIGNATURE ON THE DIGITAL SUBMITTAL CERTIFICATION OF THE ROAD LEVY CERTIFICATION TO THE COUNTY ROAD ADMINISTRATION BOARD Josh Fredrickson requested the Board of County Commissioners approval on the Road Levy Certification. Commissioner Brett Wachsmith made a motion to approve Resolution No. 2022-016 with Vice -Chairman Cory Wright seconding the motion. Motion passed 3-0. It is to be noted that the Resolution No. would be changed due to an error in duplicating the number and would now be known as 2022-023. OTHER BUSINESS- MCELROY ROAD BRIDGE PERMITTING DISCUSSION Josh Fredrickson briefed the Board on communications between Public Works and several entities involved with the replacement of the failed McElroy Road Bridge. Josh Fredrickson stated that staff is requesting Board direction to waive the permit fees for installation of a temporary bridge. Arden Thomas, Water Resources Manager, gave insight into the communities' intention to only make minor modifications, and salvage most of the original structure. Arden Thomas added that she is working with the Department of Ecology and they are helping to fund an assessment of hydraulics in the reach to ensure the replacement of the structure doesn't increase flooding risk to area residences. Staff was directed to prepare enabling documents for consideration. This certification is a report required by CRAB that includes information regarding the road levy, diversion, estimated revenue and bank capacity.
