This application is responding to a growing interest in Cle Elum for a way to partner
with our creaiive entrepreneurial businesses while promoting Cle Elum through
events that are creative and invite a festive weekend touring our comnrunity.
Earlier this year, a group of local organizations nret to discuss the developmenl of an
Att District or Art Commission to promote more art and help existing creative
entrepreneurship businesses in Cle Elum grow.
On Labor Day weekend 2021, a very successful three-day event. "Art in the Heart of
the Cascade" was cosponsored with Pacific Crest Creative a new business in Cle
Elum. The event offered free art classes for kids, demonstrations by guest artists,
music. and an art swap. The twos of the event was well attended.
Working closely with our community padners, Suncadia Resort, Roslyn Downtown
Association, Pacific Crest Creative, High-Country Artists and others, we are planning
three art and cultural experiences in 2022. The first event will be April 1 Sih with an
Art Walk which will include a Chain Saw Carving Contest through downtown Cle
Elum. The Art Walk will offer an opportunity to meet existing creative
entrepreneurship businesses while experiencing Cle Elum retail arrd hospitality
businesses.
The second event will be a three-day, three community event which will take place in
August 2022. The "Wandering Art Experience" will start in Cle ElLrm on August 19th.
Offering a variety of music. afi market, art swap, and a wine garden with introduction
to weekend arts instructors and more. Visitors will also be introduced to special
offerings by our local food and beverage businesses. and retail stores will host local
art displays. Saturday will be a full day for all ages to take pad in art classes,
participate in a mural project, and a sidewalk ad chalk contest. As the weekend
unfolds tourists will be encouraged to travel between all three communities by using
a Wandering Art Map card that can be validated when visiting business locations.
Validated cards will then be entered in prize drawings.
The third art experience will be the 2nd Annual "Art in the Heart of the Cascades
Labor Day Art Festival," Sept 3 - 5,2022. Building on our success of 2021 , free art

For many years Cle Elum had become a quiet, somewhat sleepy town with little
variety to offer tourists. lt was known as a quick stop for coffee and a restroom.
maybe a few groceries at Safeway on top of the hill. Moving traffic to the downtown
was a challenge. ln the last two years Cle Elum has changed as new retail,
restaurants, and our master plan which rncludes a facelift in the downtown have
started. ln addition, with the work of the Cle Elum Downtown Association in creating
new events, working collaboratively to expand events, and successfully building
partnerships to comarket Cle Elurn. there has been a shift in how tourists see and
experience our downtown community. Cle Elurn has regained popularity and is now
seen as a destination.
Another facior that has helped Cle Elum build a rnore vibrant atrnosphere is that
there are new entrepreneurial businesses featuring local artisans and crafters who
have begun emergirrg arrd are seeking business locations to sell arrd share their
work. We began experiencing this growth this past summer with many new vendors
at the Cle Elum Public Markets we held this past summer.
Our goal is to encourage new businesses. increase creative ouilets. and offer events
that attract tourism to our community in Cle Elum. This encouragement will build on
the pride and excitement our business community is experiencing. Until recently,
most business owners would send tourists to Roslyn or Suncadia to add to their
experience. With the growth of new businesses and restored buildings, business
owners are now encouraging tourists to other downtown locations to.
Building on the growing popularity of our community and the new opportunities to
explore in our downtown. we feel confident that these new events. centered around
arts and crealive opportunities, will be inviting and encourage more tourism and
visits to Cle Elunr, strengthening our identiiy as a destination.

One of the positive outcomes of COVID has been that Cle Elum has become a
destination location. We are considered close enough for weekend travel to a
destination that offers a mix of experiences. Cle Elum has become known as being
''halfivay to everywhere." Our retail businesses often share that they are hearing
from shoppers how excited they are about visiting Cle Elum and seeing all the
positive changes. Traveling to Cle Elum from places one - two hours away is
gaining popularity as our business community continues to offer more for a visitor to
explore and experience.
The Associaiion is using the findings from our 202'l strategic markeling study, which
have identified ways we can strengthen our reach to places fifty rniles out or more.
One of the most cost effective and efficient ways is to continue in our efforts to
increase participation and visitors through online marketing. This year alone, our FB
post reach has increased by 453%. and our FB post engagement has increased by
'168%. We have produced event marketing materials ihat can be launched through
social media, shared by our padners, and placed directly in lodging facilities. Our
use of QR codes to collect zip code information provides validation that we are
reaching many different locations. This summer our Public Market event cards
reported 63 different zip codes, including 2 countries.
As shared above, we are building orr the growing popularity of our community and
the new opportunities to explore in or:r downtown. We feel confident that these new
events. centered around arts and creative opportunities will be inviting and
encourage more tourism and visits to Cle Elum, strengthening our identity as a

The Cle Elum Downtown Association has worked strategically to build partnerships
and collaborations among our many tourism related businesses, lodging facrlities,
resorts, and retail businesses engaged in strong marketing. The Association also
worked with Norlh Kittitas County Tribune, Kittitas County Chantber of Commerce.
Cle Elum Round-up. Roslyn, Ellensburg Downtown Association, WA Horse Park,
and others to comaiket, share and collaborate on events and activities which attract
tourists. Drawing on this work and our past success with events, we will develop a
very strategic and well-designed promotions plan that will be released through radio,
print. and social media tools. Businesses and vendors who are padicipants will also
help promote the art events through their channels.
By distributing printed materials, orrline marketing, paid ads online, radio, and ads in
newsprint our marketing will reach an audience 50 miles or fadher. ln addition, we
will continue to comarket with our partners and communicale with our lodging
businesses to reach visitors who are coming to Upper Kittitas County looking for

5l Future Plans
Please explain what plans exist to allow this project to become self-sustaining. Include any plans for ticket sales,
event sponsors, and other cost-recovery models.
Future Plans *The Cle EIum Downtown Association has been able to identify additional
opportunities to help with our budget. As costs of events increase, primarily due to
the need to offer safe environments through additional PPE supplies, we are already
reviewing this rncrease and looking at options that will help.
Through increased opportunities for businesses sponsorships, we have been able to
help cover some costs of our events. This outcome is relatively new for our
association, and it is an opportunrty that corporate businesses are looking for. As a
result, our sponsorship oppodunities have not only grown in the number of
sponsors, but also at the sponsorship level.
Our new "Partnership" donor program will soon be online. The intent is to encourage
businesses, organizaiions, corporations, and individuals to support their association
through differeni parlnership donor levels. A portion of funds from this program can
be allocated to event budgets.
With the success of an increase in the Main Street Tax lncentive Program, our
association will be able to obtain additional B&O tax dollars from businesses who
are interested in donating and receiving a tax incentive credit. A portion of this
increase will be added to the Promotion's Cornmittee budget for rnarketing and
events.

The ongoing challenges of COVID 19 have continued io impact our evenis and
activities. However. our Board of Directors and committee members have been
creative in addressing these impacts. We have implemented a planning fonnat that
allows for activities and events to flow through town. Moving from business to
business, pocket park to pocket park, this allowed us to safely offer activities. Our
activities this past year were held, but in many cases modified to meet safety
requirements for COVID.
For Pioneer Days 2021, due to crowd concerns, we did not offer a full menu of
activities in downtown Cte Elum- Our vendor market and Kid Zone were not offered.
and the 3 on 3 basketball tournament was canceled. However, our Association
continued to bring Pioneer Days partners together to identify activities that were
going to be held and to encourage a "flow" of activities throughout Cle Elum, Roslyn,
Ronald, and Suncadia Resorl. We also worked wiih businesses like Dru Bru to
develop outdoor games for families. As a result, we were able to identify a full menu
of offerings that were ihen advertised locally, online. and through the efforts of all
partners. We had a very successful, safe. and fun Pioneer Days weekend.
We successfully introduced a Mother's Day Market with pop-ups in retail, food, and
beverage locatrons. Vendors were placed on the sidewalk and people were
encouraged to shop and explore downtown during that weekend. Another successful
veniure that we were able to safely hold was the new Cle Elum Public Market
downtown. Working with the Kittitas County Health Deparlment we were able to
develop a safe layout to space vendors and a safe foot rollte for market visitors.
For Boo-Elum, our fall signature event, was not held as a "lrunk or Treat" event like
normal on First Street. We adapted and had a "Boo Cruize" where our trunk or
treaters drove through neighborhoods bringing treats to ihem. For 2021, we are
planning four different ways to hold this event and watching COVID numbers to
determine how it will take place. We are planning two safe events: a Scarecrow
Contest and a Pumpkin Path, to offer the opportunity for families, businesses. and
visitors to enjoy Halloween.
We are currently in the planning phase for our annual Christmas in Cle Elum, again
looking at different ways to safely offer a festive time during a peak season of
tounsts and retail business sales.

Additional lnformation Working with the Kittitas County Chamber of Commerce, our association was able to
receive lodging data for this past year.
Based on these data points from Star Destination Report and Kittitas County
Chamber of Commerce. we predict 11,025 people will travel to Upper County in
2022from 50+ miles outside of the county for leisure activities. ln addition, we
predict this could bring 4,320 roonr nights at the average ADR of $103.88, equaling
a total impact ol $448,762 to the upper county area.
The demand of hotel roorn nights sold in 2A2A in the county was 4'1 ,851 for leisure
travel that includes events. Upper County properties selling 17,282 hotel room
nights. 25% of that number, (the average percent of 50 miles or further traveling for
events) = 4,320 room nights.
These visitors'activities may include festivals and events, retail shopping, dining,
outdoor recreation, and overnight stays-

Please explain.
We use multiple methods of calculaling pa(icipants and where they are traveling
from. These methods include zip code tracking. direct counts, and informal surveys.
This past year we added a zip code tool to our event cards which has allowed us to
track a percentage of travelers attending events and activities. This method has
allowed us to validate that our events are attracting visitors from greater than 50
miles in distance. We have also been able to validate that tourists from outside of
the State of Washington and even the United States are stopping and exploring Cle
Elum.
Our direct count methods include conducting walking counts throughout our events.
This is occurring at least every half hour out at locations where events are being
held. We also ask retail partners to help keep track by counting shoppers in their
businesses.
Addiiionally, we measure our results ihrough Google analytics, registration forms,
and social media reports on ads placed and engagements. We will also be adding
data from our new website which will feature as our hub for communication.
Slarting in 2022. we will be adding an informal survey to our marketing materials,
asking participants whether they are lodging overnight during their experience at our
events. At this time, it is hard to collect data direcily from our hotels, this process will
allow for a sarnpling of findings in relation to lodging.

We will increase our sponsorship levels for work with our retail, food, and beverage
businesses to seek sponsorships and support for our events. Our past results will
help support that what we are doing for thern as their association is of benefit and
their sponsorship and support is crucial in the ability to continue offering the event or
events.
Our Outreach Committee, whose primary function is to seek and attain funding. will
need to do a greater search of funding opporlunities and develop income earning
options during events to cover ihe shortfall.
All our events and marketing of Cle Elum are funded in pad by the Cle Elum
Downtown Association budget. Additional funding to support our year-round
marketing and activities cornes from suppod through business sponsorships,
donations, and additional grants. The association will need to solicit additional
suppofi through these avenues.
