2022 AGENDA STAFF REPORT
AGENDA DATE: February 1, 2022
ACTION REQUESTED: Request to Set a Public Hearing for March 1, 2022, at 2:00
pm local time to consider a Sewer Franchise on county
owned property.
BACKGROUND: Jim Ritter desires utilizing a Public Works owned property
(utility track in Currier Creek Estates) allowing sanitary
sewer access to an adjoining parcel. The City of
Ellensburg is expressing no concerns, as City utilities are
within the County’s parcel. Public Works desires
supporting Mr. Ritter’s request to place a sewer line in the
County’s parcel allowing economic development of an
adjoining parcel. There is no adverse impact to Public
Works as the franchise agreement places all maintenance
and repair responsibility on the franchisee.
INTERACTION: Public Works.
RECOMMENDATION: Set a public hearing for March 1, 2022, at 2:00 PM local
time in the Commissioner’s Auditorium receiving public
testimony on a proposed sewer franchise across County
owned land.
HANDLING: Return one original to Public Works.

The Board of Kittitas County Commissioners will meet at 2:00 pm on March 1, 2022 at the Commissioners' Auditorium,
205 West 5th Avenue, Room 109, Kittitas County Courthouse, Ellensburg, WA to consider a sewer franchise on county
owned property.
