2022 AGENDA STAFF REPORT
AGENDA DATE: February 1, 2022
ACTION REQUESTED: Request to Approve a Resolution Authorizing Payment to
the City of Ellensburg Completing Construction of the
University Way/Reecer Creek Road Traffic Signal
BACKGROUND: Construction improvements supporting the relocation of the
Solid Waste Transfer Station are underway. The City of
Ellensburg requires signalization of the intersection as a
SEPA condition in its land use approval supporting Solid
Waste. Public Works, recognizing the need for the transfer
station relocation, paid for signal design and approved a
Surface Transportation Grant to the City supporting signal
construction. Public Works now needs to complete
payment to the city for signal construction. PW proposes
paying the City and seeking cost recovery from the Solid
Waste Fund on a “pro-rata” share basis.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution to Authorize the Director to make
payment to the City of Ellensburg for remaining
construction costs supporting the signalization of
University Way/Reecer Creek Road intersection.
HANDLING: Return one original to Public Works.

AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO PAY REMAINING
CONSTRUCTION COSTS TO THE CITY OF ELLENSBURG COMPLETING THE
UNIVERSITY WAY/REECER CREEK INTERSECTION TRAFFIC SIGNAL
WHEREAS: The City of Ellensburg requires signalization of the University Way/Reecer
Creek Road intersection as a condition of approval supporting relocation of
the Solid Waste Transfer Station; and
WHEREAS: Public Works paid for signalization design and granted the City of Ellensburg
construction funding through a Surface Transportation Block Grant
supporting Transfer Station development; and
WHEREAS: The Surface Transportation Block Grant to the City of Ellensburg requires a
local match of $74,672.72; and
WHEREAS: Public Works proposes paying the local match with funding reserves and
subsequently seeking pro rata cost recovery from Solid Waste for their share
of signalization expense.
NOW, THEREFORE BE IT RESOLVED: The Board of County Commissioners, after due
consideration, does hereby authorize the Director of Public Works to pay the local match of
the City of Ellensburg’s Transportation Block Grant signalizing the University Way/Reecer
Creek intersection in the amount of $74,672.42.
