ACTION REQUESTED: Request to Approve a Resolution Authorizing an Interlocal Agreement between the
City of Ellensburg and Kittitas County for Annexation and Development within the
Urban Growth Area
BACKGROUND: The City and County have been working towards an interlocal agreement (ILA) to
govern annexation and development in the City's Urban Growth Area (UGA) for
well over 10 years. Renewed efforts to reach agreement began last year involving
regular meetings over several months between City and County staff, along with
Mayor Tabb and Commissioner Wachsmith. The interlocal has been agreed to by the
negotiating teams and has been submitted to both legislative bodies for approval.
The City of Ellensburg approved the proposed ILA on December 20, 2021.
INTERACTION: Board of Commissioners, Community Development Services, Public Works,
Prosecutor’s Office
HANDLING: Presentation to the Board by Kittitas County Community Development Services.
