COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM/WEBEX SPECIAL MEETING
TUESDAY 2:00 P.M. DECEMBER 21, 2021
Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura
Osiadacz and Commissioner Cory Wright.
Others present: Julie Kjorsvik, Clerk of the Board; Carly Brettmann,
Communications Director; Judy Pless, Budget & Finance Manager; Ken
Grannan, Airport Director; Mandy Buchholz, Administrative
Supervisor; and Neil Caulkins, Deputy Prosecutor. PUBLIC HEARING AMEND 2021 BUDGET AUDITOR
At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider
amending the 2021 County budget.
JUDY PLESS, BUDGET & FINANCE MANAGER, reviewed a Staff Report and
proposed amendments to the 2021 budget, in the amount of
$8,325,465.00. She noted there had not been much of a hit taken to
the fund balance with the amendments.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2021-193 AMEND 2021 BUDGET AUDITOR VICE-CHAIRMAN OSAIDACZ moved to approve Resolution No. 2021-193,
Amending the 2021 Budget. COMMISSIONER WRIGHT seconded. Motion
carried 3-0.
PUBLIC HEARING AERONAUTICAL LEASE LOTS H-15B & H-43 AIRPORT
At 2:03 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider
Aeronautical Leases for Lots H-15B and H-43.
KEN GRANNAN, AIRPORT MANAGER, reviewed proposed Leases for Lot H-43
by Fred Benson who intends on building a private box hangar, and Lot
H-15B with Linda and Mark Merrill with their intent to also build a
private box hangar.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.

RESOLUTION 2021-194 & 2021-195 LEASES H-15B & H-43 AIRPORT
VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2021-194,
Authorizing a Lease with Fred Benson for Lot H-43 at Bowers Field
and Resolution No. 2021-195, Authorizing a Lease with Linda and Mark
Merrill for Lot H-15B at Bowers Field. COMMISSIONER WRIGHT seconded.
Motion carried 3-0.
PUBLIC HEARING T-HANGARS – BOWERS FIELD AIRPORT
At 2:06 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider
Aeronautical Leases for County Owned T-Hangars.
KEN GRANNAN, AIRPORT DIRECTOR said the Leases were not available and
requested that the Board closed the Public Hearing and remand it
back to Staff.
The Public Hearing was closed, and no action was taken.
MR. GRANNAN indicated there were 2 additional Public Hearings
previously scheduled for this date but had not been listed on the
Agenda and recommended the Board close them with not action. One was
for consideration of the Minimum Standards, Rules, and Regulations;
and a Lease for Airport property with Tarp-It. He said he would re-
notice the Public Hearings at a later date.
The Public Hearings were closed and no action was taken.
The meeting was adjourned at 2:07 p.m.
