COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

REGULAR MEETING
MONDAY 9:00 A.M. DECEMBER 20, 2021
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz and Commissioner Cory Wright.
Others: Mandy Buchholz, Administrative Supervisor; Julie Kjorsvik,
Clerk of the Board; Carly Brettmann, Communications Director; Clay
Myers, Sheriff; Taylor Crouch, Admin Assistant; Darren Higashiyama,
Chief Deputy.
SPECIAL MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wachsmith opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending December 17, 2021.
UPDATE BRIDGE RESTORATION COMMISSIONERS
Sheriff Myers and Chief Deputy Higashiyama provided an update to the
Board on the latest Bridge restoration status. There was a
discussion regarding the Board’s desire to have better communication
from the Sheriff’s Office in the future..
CONSIDER APPOINT/REAPPOINT 2022 COMMISSIONERS
Commissioner Osiadacz moved to appoint/reappoint the following
members:
Reappointments of Randy Beckstead, Joel Underhill, and Sue Bangs for
a 3 year term to the TV Improvement District Board, effective
1/1/2022 and to expire 12/31/2024.

Reappointments of Roylene Crawford, Jerry Lael, Jodee Shenyer,
Andrea Blume, for a 3 year term to the Kittitas County Fair Board
effective 1/1/2022 and to expire 12/31/2024.
Reappointments of Dave Duncan, Bill Essman, and Marc Eylar the
Kittitas County Public Lands Advisory Committee for a 3 year term
effective 1/1/2022 and to expire on 12/31/2024.
Reappointment of Ryan Lyyski to the Kittitas County Flood Control
Zone District Board for a 2 year term effective 1/1/2022 and to
expire on 12/31/2023
Reappointments of Matt Stalder, David Sturgell, & Bradley Esparza
for 2 year term to the Kittitas County Homelessness & Affordable
Housing Committee, effective 1/1/2022 and to expire on 12/31/2023.
Reappointment of Jackie Herum for a 2 year term (Citizen at Large)
to the Kittitas County Law & Justice Council, effective 1/1/2022 and
to expire on 12/31/2023.
Reappointments of Jessica Hutchinson & Ann Shaw for 3 year terms to
the Kittitas County Board of Equalization, effective 1/1/2022 and to
expire on 12/31/2024.
New Appointments of Carolyn Thurston and Teresa Francois for 3 year
terms to the Behavioral Health & Recovery Board, effective
immediately and to expire for Ms. Thurston on 12/31/2021 and Ms.
Francois on 12/31/2023 (both completing former member terms.
Reappointment of David Douglas to the Kittitas County Behavioral
Health & Recovery Board for a 3 year, effective 1/1/2022 and to
expire 12/31/2024.
Commissioner Wright seconded. Motion carried 3-0.
EXECUTIVE SESSION COMMISSIONERS
At 9:38 a.m. Chairman Wachsmith opened a Special Meeting and
announced the Board would recess into an Executive Session (with the
Board/Carly Brettmann/Julie Kjorsvik) for 15 minutes to evaluate the
qualifications of an applicant for public employment or to review
the performance of a public employee. However, subject to RCW
42.30.140 (4), discussion by a governing body of salaries, wages,
and other conditions of employment to be generally applied within
the agency shall occur in a meeting open to the public, and when a
governing body elects to take final action hiring, setting the
salary of an individual employee or class of employees, or
discharging or disciplining an employee, that action shall be taken
in a meeting open to the public. Possible action was anticipated.

At 9:53 a.m. the Board reconvened out of Executive Session. No
action was taken.
At 9:53 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session 5 minutes (with only the Board)to
evaluate the qualifications of an applicant for public employment or
to review the performance of a public employee. However, subject to

At 9:58 a.m. the Board reconvened out of Executive Session. No
action was taken.
UPDATE COMMUNICATIONS DIRECTOR COMMISSIONERS
Carly Brettmann, Communications Director provided updates and
received recommendations from the Board on what they felt was a
priority focus for her. The Board discussed Facebook posts for the
week they wanted to be published.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. The assignments for 2021 were
determined at the Board of County Commissioners Office Admin meeting
on 1-11-2021.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
Meeting adjourned at 10:17 a.m.
