Motion to approve the September 16, 2021 Board of Health meeting minutes.
Motion 10-01: Motion to approve the September 16, 2021 Board of Health meeting minutes. Dede Utley moved
to approve the September 16, 2021 Board of Health meeting minutes. Cory Wright second. All approved.
Motion 10-01 carried to approve the September 16, 2021 Board of Health meeting minutes.

BOHAC Update
Tristen Lamb stated that Board of Health Advisory Committee did not meet since last Board of Health meeting and
there is no update.
Department updates
Health Officer Update
Dr. Mark Larson updated the board on the following topics:
• COVID-19 Reflective Reproductive number in Kittitas County
• COVID-19 Case Counts
• COVID-19 Vaccination rates
• Masking Behavior and Vaccination Status data
• Breakthrough Cases
■ Booster doses
• Pediatric Pfizer doses

Ms. Lamb updated the board on the following topics:

o New positions that have been posted or will be posted soon
• COVID-19 vaccination requirements update for KCPHD
• Vaccination administration at KCPHD
• KCPHD Leadership Retreat
■ 1152 implementation and BOH member recruitment
• Kittitas County Health Network CHA/CHIP process
Question and discussion on what types of vaccine the health department is going to be administering in the future
and what types of vaccines the department will be offering. There was also discussion about what medical needs
the jail has and what sort of level of health professional may be needed to meet their needs.
Business
Flu Vaccination Promotion Update
Chelsey Loeffers gave an update on funding received for childhood vaccine promotion with an emphasis on flu
vaccine.
Environmental Health -Upcoming Code Revisions
Jesse Cox gave an update on the code revisions that are being worked to ensure reflection of current standards.
Question and discussion on where the test that licensed installers have to take comes from, KCPHD generates that
test and is specific to County code. There was also a discussion on section 1304.050 of the document and the need
to clarify language surrounding that section. There was a clarifying question regarding the WAC that give local
county the authority to license septic installers.
BOH Member Recruitment Special Purpose Committee --ACTION/DIRECTION REQUESTED
Ms. Lamb asked for approval for the formation of the Special Purpose Committee for the new BOH member for up
to 5 BOHAC members and/or 1 BOH member.
Cory Wright motioned to approve the formation of the Special Purpose Committee of up to 5 BOHAC members
and 1 BOH member, and Dede Utley second. There was a discussion about the formation of the Special Purpose
Committee and if a BOH member should participate in the Special Purpose Committee.
Motion to approve amended motion to form a Special Purpose Committee without a BOH member.
Motion 10-02: Motion to approve amended motion to form a Special Purpose Committee without a BOH
member. Cory Wright moved to approve amended motion to form a Special Purpose Committee without a BOH
member. Dr. John Asriel second. All approved. Motion 10-02 carried to approve the forming of a Special
Purpose Committee without a BOH member.
2022 Budget Presentation
Ms. Lamb presented to BOH an updated budget narrative 2022:
• Increases in revenue
• Anticipation of revenue decrease
• Department composition for 2022
• Revenue breakdown
• Expenditures
• Admission tax: County's investment in public health
• Core Services Report
There was a question and discussion regarding future clinical services funding.
2022 Fee Discussion
Ms. Lamb explained what a recover cost model is and asked for approval of pausing environmental health fee
changes until full cost recovery is determined in 2022.

There was a question and discussion about clarifying what services are not appropriately billed and how those
services are covered.
Cory Wright motioned for the approval of pausing the 2022 environmental health fee changes as is. Dr. John Asriel
second. There was a discussion of decreasing the fees that were set to be decreased while keeping the other fees
as is.
Motion to approve amended motion to decrease the fees that are set to be decreased and keep other fees as is.

other fees as is. Dr. John Asriel moved to approve amended motion to decrease fees that are set to be
decreased and keep other fees the same. Laura Osiadacz second. All approved. Motion 10-03 carried to
decrease the fees that are set to be decreased and keep other fees as is.
