Home My WebLink AboutDLR Addendum 1 proposal 10012021EDLRGroupArchitectureEngineeringPlanninginteriors51UniversityStreet,Suite600Seattle,WA98101October1,2021PattiStaceyKittitasCountySolidWaste/FacilityMaintenanceDirectorKittitasCounty925IndustrialWayEIIensburg,WA98926(509)962-7070patti.stacey@co.kittitas.wa.usRe:ProjectName:KittitasCountyCourthouseCommunityEngagementDLRGroupProjectNo.:73-21126-00DearPatti:Peryourrequest,itismypleasuretoprovideanadditionalserviceproposaltoprovidetheCountyrenderingsandacostestimatethatmaybeusedtoinformthepeopleofKittitasCountyastheyconsideranewCountyFacilityinthedowntownlocationrecommendedinthePublicInvolvementPlan(PIP).InworkingwiththeCounty'sCAC,wehavedevelopedarecommendedsolutionthatwouldlocatethenewCourthouseandCountyServicesinanewbuildingontheexistingcourthousesite.WehavecompletedthedevelopmentofapresentationofthisrecommendationthattheCountyandCACmayusetoinformcommunitiesacrossKittitasCounty.Weappreciateyouwouldlikeadesignrenderingandacostestimateforfuturebondsupport.Itisimportanttounderstandtheconsiderationsthatwillberequiredtoprovideavisionofthebuildingandaviablecostestimatethatcaneffectivelyprovideabudgetfollowingthesuccessfulbondmeasure.Asyou-communicatewhat'sinthebond,theCountywillwanttofindacarefulbalance.Toomuchinformationcouldconfusevoters;ifnotenoughinformationiscollectedandprovided,thebudgetmaynotberobustenoughtoaccuratelyforecasttheneedsofthefacility.Tofindasuitablebalance,itisimportanttoprovidesomedesignprogressionforthisreviewandprovidefinalrenderingsofthedesignproposalandacostestimatethatalignswiththescope.Regardlessofthedetailoftherenderings,itisimportanttovalidateandrefinethespaceneedslistbasedonthemodificationswehavediscussed.ThisupdatewillincorporatebringingmoreCountyservicesintotheonecentralizedlocation,identifyspacesthatarerequirednow,andensurethebuildingisaccuratelyscaledwithgrossingfactorsspecifictothecourthouseneedsinparticular(forexample,threeroutesofcirculation).Thisisthemostimportantfactortothecostestimatebecausebuildingareadirectlyequalsconstructiondollars.Withthisinformation,therenderingcanbeoftwolevelsofdetail.Thefirst,thebaselinemodel,isamassingdiagramofthevolumeofthebuilding.Itwouldnotincludecontextualdetailsandfeaturessuchasmaterials,entrances,directionality,etc.ThecostestimatewouldbebasedonanticipatedlimitsofmaterialsanddescriptionstypicaltoCountybuildings.Basedonmorecost/SFvalues,thecostestimatewouldbeatargetvalueestimatefortheselectedprojectteam,butitwouldnotassurethefundscollectedbythebondmeasurewouldfullycoverthedecisionsthatcomethroughoutfulldesign.TheCountywouldbeabletosuccessfullydesignandconstructabuildingwithinthelimits,buttheprocesswouldbemorerestrictive.Theadvancedmodelapproachwouldprovidemoredetailandspecificitytotheprojectandwouldlikelyrequireaportionoftheschematicdesigntobecompletedforthebuilding.Atthetimetheprojectisfundedandthedesignisexecuted,theprojectteamwouldusetherenderingandplanninginformationasthestartingpointtodevelopin.moredetail.Thisapproachwouldprovideamoreviableandpredictablebudgetforthebondmeasure.Seattleandlocationsworldwide PattiStaceyOctober1,2021Page2Intheoptionsdescribed,herearetheconsiderationsthatwouldbeaddressed:1.Baselinemodel:Validationofthespaceneedslistalreadyprepared.2.Baselinemodel:Stackingandblockingoftheprogramfromtheexistingspaceneeds.3.Baselinemodel:Conceptualplanningofthebuildingformandratiosofexteriormaterials.4.Advancedmodel:Detailedfloorplanwithtypicalwallcompositionsandnarrativeofqualityofmaterialsthroughoutthebuilding.5.Advancedmodel:Exteriormaterialandcontextualinformationforthebuildinginthedowntowncore(materialsselections,buildingenvelopedesign,windows,accessentrances,etc.)6.Advancedmodel:Overallbuildingsystems(mechanical,electrical,audiovisual,etc.)inanarrativeformforthecostestimator.7.Advancedmodel:Civilbaselineinformationandbasicsiteplanforaccesspoints,landscaping,grading,etc.a.WedidproposeacivilengineerfromKennewickinourpreviousproposalsasareference.8.Advancedmodel:AssessmentofsustainabilityrequirementsthatmaybeincorporatedtomeetstateenergycodeandsustainabilitymeasuresadoptedbyKittitasCounty.Ihaveattachedtwoimagesthatwouldbesimilartothebaselinemodelandtheadvancedmodelforyourreference.Tocompletethebaselinemodel,whichwouldincludethespaceneedsprogramming,basicsiteanalysis,narrativedescriptionfortheestimator,andfullcostestimate,weproposeafeeof$125,000.00.Toprovidetheadvancedmodel,wewouldproposeusingtheWAStateFeeScheduleforarchitecturalservicesforcompletionofapproximately40%schematicdesignandprogrammingservices.Thisproposedfeewouldbe$325,000.00.Iappreciatetheimportanceofthisnextstudytoensurethebondmeasureanticipatedin2022isaccurateandclearlydelineatestheintentandcommitmentofKittitasCountytotheconstituentsthatwouldvoteonthis-measure.Iamhappytotalkthroughtheproposalwithyouinmoredetail.ThankyouforyourcontinuedpartnershipwithDLRGroup.Sincerely,DLRGroupEricaLoyndPrincipalEL:elEncl:RenderingExamples Example:BaselineModelDLRGrouptriatL...A.3.DIAGRAMMASSING Example:AdvancedModelDLRGroup
