2021 AGENDA STAFF REPORT
AGENDA DATE: November 16, 2021
ACTION REQUESTED: Request to Approve a Resolution Authorizing the Chair's
Signature on the Quit Claim Deed Conveying the Upper
County Road Maintenance Shop to the City of Cie Elum,
WA
BACKGROUND: The City of Cie Elum desires owning the Upper County
Road Maintenance Shop. The Sheriffs Office desires
relocating Search and Rescue to Cie Elum. Public Works
has completed a subdivision of Cie Elum airport property
that the City desires exchanging for the shop property. The
City, The Sheriff and Public Works are all in agreement
with the proposed land exchange.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution Authorizing the Chair's Signature
on the Quit Claim Deed Conveying the Upper County Road
Maintenance Shop to the City of Cie Elum, WA.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2021 -
AUTHORIZING THE EXCHANGE OF REAL PROPERTY BY QUIT CLAIM DEED
FROM AND TO THE CITY OF CLE ELUM, WASHINGTON
WHEREAS: The exchange of property between municipalities and any political subdivision of
the state is contemplated in state law at Revised Code of Washington Chapter
39.33.010; and
WHEREAS: Kittitas County Code Chapter 2.81.090(2) contemplates intergovernmental
transactions are designated exempted transactions in county code, and
WHEREAS: Kittitas County and the City of Cie Elum desire exchanging real properties in a
"like value for like value" manner; and
WHEREAS: The City of Cie Elum desires acquiring from the County tax parcel number
893134 and tax parcel number 903134 with existing improvements consisting of
0.61 acres more or less (EXHIBIT 1 legal description), and the County desires
acquiring tax parcel number 962113 from the City of Cie Elum with no existing
improvements consisting of five acres of land more or less (EXHIBIT 2 legal
description); and
WHEREAS: Kittitas County did prepare and submit a proposed short plat of tax parcel number
525035, creating tax parcel number 962113 for City of Cie Elum consideration;
and
WHEREAS: The City of Cie Elum did approve the requested short plat of tax parcel number
525035 creating the desired five -acre parcel (more or less), known as tax parcel
number 961223 for exchange (EXHIBIT 3 Quit Claim Deed) with Kittitas County
for tax parcel number 893134 and tax parcel number 903134 with improvements
(EXHIBIT 4 Quit Claim Deed); and
WHEREAS: Kittitas County and the City of Cie Elum agree that the property exchange
contemplated by this action represents like value for like value.
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Chairman's signature on said Quit Claim
Deed of tax parcel number 893134 and tax parcel number 903134 for conveyance to the City of
Cie Elum.
BE IT FURTHER RESOLVED that the Board of County Commissioners does accept a five -
acre parcel tax parcel number 962113with no improvements from the City of Cie Elum in
exchange for tax parcel number 893134 and tax parcel number 903134 from the County with
improvements.
