Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br /> <br /> <br />“Building Partnerships – Building Communities” <br /> <br />BOCC AGENDA SESSION <br />STAFF REPORT <br /> <br /> <br />BOCC AGENDA SESSION DATE: November 16, 2021 <br /> <br />ACTION REQUESTED: BOCC Signature of mylar granting final approval for the Forest Ridge Ph 2 Final <br />Plat (LPF-21-00006 & LP-08-00014) <br /> <br /> <br />BACKGROUND: The Forest Ridge Preliminary Plat was approved on December 28, 2010 through <br />Resolution No. 2010-137 (LP-08-00014). This proposal is for eight (9) residential <br />lots, 2 future development tracts and 2 open space tracts on portions of parcel’s <br />163034 and 22023. The subject property is currently zoned Rural 5 and is located <br />northeast of the City of Ellensburg outside of the UGA in a portion of Section 24, <br />T20N, R15E, WM, in Kittitas County. The preliminary plat was approved as a <br />performance-based cluster plat which no longer exists in Kittitas County and <br />allows for these smaller lots with specific density bonuses for open space allocation <br />percentages. <br /> <br /> A final plat application was submitted by UKC Holdings, LLC, on April 23, 2021 <br />requesting final mylar approval for Forest Ridge Ph 2. The application was placed <br />on hold until approval of Forest Ridge Phase 1 shortly after the Phase 2 application <br />submittal. Due to necessary changes, the final mylars were returned and then <br />resubmitted on September 20, 2021, October 19, 2021, and November 1, 2021. <br />Staff has reviewed the final mylar with supporting documentation and finds that it <br />is consistent with the preliminary approval documents. Additionally, final plat <br />review has been processed in conformance with Kittitas County Code Title 16. <br />The mylar has been reviewed by all reviewing departments, and all signatures have <br />been obtained. <br /> <br />INTERACTION: Board of Commissioners, Community Development Services, Public Works, <br />Public Health, and Assessor’s Office <br /> <br />RECOMMENDATION: Signature of the Chair on the mylar for final plat approval of the Forest Ridge Ph 2 <br />Final Plat (LPF-21-00006 & LP-08-00014). <br /> <br />HANDLING: Return signed mylar to staff for transmittal to authorized agent for Treasurer <br />signature and recording. <br /> <br />ATTACHMENTS: Final mylar for the Forest Ridge Ph 2 Final Plat (LPF-21-00006 & LP-08-00014). <br /> <br />LEAD STAFF: Jeremy Johnston, Community Development Services Planning Official
