COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. OCTOBER 19, 2021
Board members present: Vice-Chairman Laura Osiadacz & Commissioner Cory
Wright. Excused: Chairman Brett Wachsmith.

Per Governor Inslee’s Proclamation 20-28 et seq., the public was
encouraged to join the meeting virtually or in person.
CALL TO ORDER
Vice-Chairman Osiadacz called the meeting to order.

Vice-Chairman Osiadacz led the Pledge of Allegiance.

Commissioner Wright moved to approve the Agenda, as presented. Vice-
Chairman Osiadacz seconded. Motion carried 2-0. CONSENT AGENDA
The Board reviewed each item individually prior to making any motions.

RESOLUTION 2021-157 LEASE TERMINATION – MILLER AIRPORT
Approve Resolution No. 2021-157, Approving a Lease Termination between
Kittitas County and Leroy Miller, d/b/a Miller Refrigeration, for
property at the Bowers Airport and Industrial Area, effective September
31, 2021.
SET PUBLIC HEARING BOWERS FIELD AIRPORT AIRPORT
Approve Setting a Public Hearing to consider new Agricultural Leases for
Bowers Field Airport, to be held on November 2, 2021, at 2:00 p.m. in
the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205
West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said
notice.
RESOLUTION 2021-158 ADMINISTRATIVE OFFICE OF THE COURTS JUVENILE
Approve Resolution No. 2021-158, Authorizing an Interlocal Agreement
with the State of Washington Administrative of the Courts, for the
provisions and funding of Becca Bill services.

RESOLUTION 2021-159 WA TRAFFIC SAFETY COMMISSION SHERIFF
Approve Resolution No. 2021-159, Authorizing an Interlocal Agreement
between the Kittitas County Sheriff’s Office and the Washington State
Traffic Safety Commission in the amount of $11,716.00, from October 1,
2021, through September 30, 2022.
CONTRACT SOURCEWELL SHERIFF
Approve Contract No. RFP#010720, between Kittitas County and Sourcewell,
in the amount of $440,129.37 for 41 “Body 3” body cameras and 41 “Taser
7” electronic control devices with accessories, warranties, software,
data storage and support from November 1, 2021, through October 31,
2026.
CONTRACT COPIERS NORTHWEST, INC. SHERIFF
Acknowledge a Contract between Kittitas County Sheriff’s Office and
Copiers Northwest, Inc. in the amount of $678.75 plus fees per copy for
60 months.
RESOLUTION 2021-160 COMMUNITY RATING SYSTEM REPORT PUBLIC WORKS
Approve Resolution No. 2021-160, Ratifying the Chair’s Signature on
Federal Emergency Management Agency Annual Community Rating System
Report Documents.
AGREEMENT COMMUNITY HEALTH OF CENTRAL WASHINGTON PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
the Community Health of Central Washington, to provide services for
those eligible in the Children with Special Health Care Needs program
which is part of the Maternal Child Health Block Grant from October 1,
2021, through December 31, 2021.
AGREEMENT FISH COMMUNITY FOOD BANK PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
FISH Community Food Bank to provide Out-of-Home Services by providing
grocery and/or prepared meal delivery to individuals under isolation or
quarantine order at their place of resident, for a total of two weeks
per household, unless extended by order of the Emergency Operations
Center or the Kittitas County Public Health Department from August 1,
2021, through February 1, 2022.

Approve Setting a Public Hearing to consider the 2021 Annual Docket
Amendments to the Kittitas County Comprehensive Plan and County Code, to
be held on November 22, 2021, at 6:00 p.m. via Webex, and to authorize
the Clerk to publish said notice.
SET PUBLIC HEARING CRITICAL AREAS ORDINANCE CDS
Approve Setting a Public Hearing to consider the 2021 Kittitas County
Critical Areas Ordinance Update, to be held on November 3, 2021, at 6:00
p.m. via Webex, and to authorize the Clerk to publish said notice.
RESOLUTION 2021-161 CITY OF ELLENSBURG ILA COMMISSIONERS
Approve Resolution No. 2021-161, Authorizing an Interlocal Agreement
with the City of Ellensburg Regarding an Economic Development Strategic
Plan.
AGREEMENT BILL CLARKE COMMISSIONERS
Approve a Personal Services Agreement between Kittitas County and Bill
Clarke, Attorney at Law & Gov’t Affairs, to provide strategic and policy
advice on water resource and water banking issues, act as the primary
government affairs representative for the County before the State
Legislature and State agencies, from August 1, 2021, through December
31, 2021.

MYLARS PALOMINO FIELDS, DIVISION 7 PLAT CDS
Commissioner Wright moved to approve and authorize the Vice-Chair to
sign the Mylars granting Final Approval for the Palomino Fields,
Division 7 Plat (LPF-21-00008 & LP-07-00031), for fourteen (14) lots on
Parcel #961599, for property currently zoned Agriculture 5 and is
located northwest of the City of Ellensburg outside of the UGA in
Section 27, Township 18, Range 18, in Kittitas County (Assessor’s Map
Number 18-18-27077-0100. Vice-Chairman Wright seconded. Motion carried
2-0. MISCELLANEOUS - NONE EXECUTIVE SESSION – NONE
