COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

SPECIAL MEETING
FRIDAY 8:00 A.M. OCTOBER 22, 2021
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz and Commissioner Cory Wright.
Others: Mandy Buchholz, Administrative Supervisor; Lisa Young, HR
Director; and one member of the public.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 8:09 a.m. Chairman Wachsmith opened a Special Meeting and
announced the Board would recess into an Executive Session for
fifteen minutes RCW 42.30.140 to consider Collective bargaining
sessions with employee organizations, including contract
negotiations, grievance meetings, and discussions relating to the
interpretation or application of a labor agreement; or (b) that
portion of a meeting during which the governing body is planning or
adopting the strategy or position to be taken by the governing body
during the course of any collective bargaining, professional
negotiations, or grievance or mediation proceedings, or reviewing
the proposals made in the negotiations or proceedings while in
progress. No action was anticipated.
At 8:24 a.m. the Board reconvened out of Executive Session. No
action was taken.
At 8:24 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for ten minutes RCW 42.30.140 to
consider Collective bargaining sessions with employee organizations,

Lisa Young, HR Director requested the Board’s direction on 2022
Health Care Benefits. She reviewed the options the Board had for
consideration.
The Board opt’d to go with the Composite Rate with the Base Plan,
paid in full and a buy up option (at the employees’ expense).
Meeting adjourned at 8:45 a.m.
