10/05/2021 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM/WEBEX SPECIAL MEETING <br /> TUESDAY 2:00 P.M. OCTOBER 5, 2021 <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz; and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Dan Carlson, CDS <br />Director; Carly Brettmann, Communications Director; Josh <br />Fredrickson, Engineer; Mandy Buchholz, Administrative Supervisor; <br />Neil Caulkins, Deputy Prosecutor; and 7 members of the public. <br /> <br />Per Governor Inslee’s Proclamation 20-28 et seq., the public was <br />encouraged to join the meeting virtually or in person. <br /> PUBLIC HEARING ANNUAL & 6 YR TIP PUBLIC WORKS <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />adopting the Annual Construction Program and 2022 and the Six Year <br />Transportation Improvement Program 2022-2027. <br /> JOSH FREDRICKSON, ENGINEER reviewed the Annual Construction Program <br />for 2022 and the Six-Year Transportation Improvement Program for <br />2022-2027. He said they held 2 open house meetings and no changes to <br />Staff’s proposals were necessary based on the public comment which <br />was received. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2021-155 ANNUAL CONSTRUCTION PROGRAM 2022 PUBLIC WORKS VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2021-155, <br />Adopting an Annual Construction Program for 2022. COMMISSIONER WRIGHT seconded. Motion carried 3-0. <br /> RESOLUTION 2021-156 6 YEAR TIP PUBLIC WORKS <br /> VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2021-156, <br />Adopting a Six-Year Transportation Improvement Plan for the Years <br />2022-2027. <br /> VICE-CHAIRMAN OSIADACZ left the meeting due to having a conflict of <br />interest in the Marian Meadows Development Agreement. <br /> <br /> <br />
