COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. OCTOBER 5, 2021
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz & Commissioner Cory Wright.

Per Governor Inslee’s Proclamation 20-28 et seq., the public was
encouraged to join the meeting virtually or in person.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.
PLEDGE OF ALLEGIENCE
Chairman Wachsmith led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Judy Pless, Budget & Finance Manager introduced the Auditor’s new
employees Chelsea Peebles, Fiscal Analyst; Andrew Yoder, Fiscal Analyst;
and Zach DeHaven, Fiscal Analyst. PROCLAMATIONS - NONE AWARDS & RECOGNITIONS CERTIFICATE LISA YOUNG – HR DIRECTOR COMMISSIONERS
Vice-Chairman Osiadacz moved to approve a Certificate of Appreciation to
Lisa Young, for her dedicated service to Kittitas County from July 7,
1999, to October 8, 2021. Commissioner Wright seconded. Motion carried
3-0.

APPROVAL OF AGENDA
Vice-Chairman Osiadacz moved to approve the Agenda, as presented.
Commissioner Wright seconded. Motion carried 3-0. CONSENT AGENDA
The Board reviewed each item individually prior to making any motions.
At the conclusion of reviewing each item Vice-Chairman Osiadacz moved to
approve the Consent Agenda, as presented. Commissioner Wright seconded.

AGREEMENT KRISTI HUNZIKER JUVENILE
Approve a Professional Services Agreement between the Kittitas County
Superior Court Juvenile Court Services and Kristi Hunziker, MSW, LICSW,
CSOTP, to provide Special Sex Offender Disposition Alternative
evaluation and treatment for youth determined to be eligible by the
Court from September 1, 2021, through August 31, 2022.
CONTRACT DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Amendment No. 22 to the 2018-2021 Consolidated Contract Number
CLH18249, between the Department of Health and the Kittitas County
Public Health Department, an increased amount of $182,929.00 for a
revised maximum amount of $3,779.101.00, from January 1, 2018, through
December 31, 2021.
RESOLUTION 2021-154 AVAIATION REVITALIZATION LOAN PROGRAM AIRPORT

Approve Resolution No. 2021-154, Demonstrating the Board of County
Commissioners Support for Aviation Revitalization Loan Application to
the Washington State Department of Transportation Aviation Division for
Bowers Field West Hangar Taxiway and Authorizing the Director of Airport
Operations to Execute Loan Documents on Behalf of the Board of County
Commissioners.
CALL FOR BIDS SNOW & ICE CONTROL FOR 2022 PUBLIC WORKS
Approve a Notice of Call for Bids to Furnish Snow and Ice Control
Products for Calendar Year 2022, to be accepted by October 21, 2021, at
2:00 p.m. at the Kittitas County Public Works, 411 North Ruby Street,
Suite 1, Ellensburg, WA and to authorize the Clerk to publish said
notice.
AGREEMENT TIP STRATEGIES, INC. COMMISSIONERS
Approve a Personal Services Agreement between Kittitas County and TIP
Strategies, Inc. in the amount of $85,000.00 to provide consulting
services to conduct a Countywide Economic Study and Implementation
Workshops, from October 5, 2021, through October 31, 2023.
AGREEMENT PETRICHOR BROADBAND, LLC COMMISSIONERS
Approve a Consulting Services Agreement between Kittitas County and
Petrichor Broadband, LLC, in the amount of $50,000 beginning September
1, 2021, through December 31, 2021.
RESOLUTION 2021-153 PUBLIC WORKS BOARD BROADBAND COMMISSIONERS
Approve Resolution No. 2021-153, for a Submission of Public Works Board
Broadband Grant Application and Certification of Threshold Requirements. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE
