October 5, 2021 AGENDA
AGENDA STAFF REPORT
AGENDA DATE: October 5, 2021 CONSENT AGENDA
ACTION REQUESTED: REQUESTING APPROVAL OF A RESOLUTION
DEMONSTRATING THE BOARD OF COUNTY COMMISSIONERS SUPPORT FOR
AVIATION REVITALIZATION LOAN PROGRAM APPLICATION TO THE
WASHINGTON STATE DEPARTMENT OF TRANSPORTATION AVIATION
DIVISION FOR BOWERS FIELD WEST APRON TAXIWAY AND AUTHORIZING
THE DIRECTOR OF AIRPORT OPERATIONS TO EXECUTE LOAN DOCUMENTS
ON BEHALF OF THE BOARD OF COUNTY COMMISSIONERS
BACKGROUND: Washington Department of Transportation, Aviation
Division sponsors a program to facilitate the revitalization
of Washington Airports. The CARB Loan program as it is
known is available to airports to help fund specific projects.
In 2020 we received a $105,000 loan to develop the east
apron utilities for future development. The Community
Aviation Revitalization Board (CARB) Loan program
bill, SB 5031, was signed into law by the Governor on May
3, 2021 (effective June 30, 2021). The corresponding
capital budget bill, SHB 1080, providing an additional $5M
for the 2021-2023 biennium was signed into law by the
Governor on May 18, 2021
DISCUSSION: With the passing of this into law, the Airport is asking to
pursue a new airport project consistent with the airport
layout plan in developing new hangar and commercial use
space at Bowers Field.
The Airport has recently received a letter of intent to
develop executive aircraft hangars along Bowers Road
between CWU’s main hangar and CWU’s leased area next
to DNR. This development is only available with the
construction of a new taxilane which is documented on our
Airport Layout Plan. This area is designated for future
hangar development which includes the relocation of the
county owned T-Hangars. This taxilane development
would provide the initial steps of seeing our plans come to
fruition. The enclosed application is asking for $450,000 in
CARB Loan funds to allow for future development and
relocation of the county owned T-hangars. These CARB
funds are competitive in nature and with the county’s
support we would like to pursue this loan application in
hopes of securing funding for this project.
INTERACTION: BoCC
RECOMMENDATION: The Airport requests the support of the CARB Loan
application of $450,000 and asks for the authorization of
the airport director to execute the loan documents on behalf
of the county commissioners.
HANDLING: Return one original to the Airport
ATTACHMENTS: Application and supporting documents.
