COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. SEPTEMBER 21, 2021

Per Governor Inslee’s Proclamation 20-28 et seq., the public was
encouraged to join the meeting virtually or in person.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.
PLEDGE OF ALLEGIENCE
Chairman Wachsmith led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Jodi Hammond, Chief Criminal Deputy introduced Korin Ziegler as their
new Deputy Prosecutor I. PROCLAMATIONS - NONE AWARDS & RECOGNITIONS - NONE
APPROVAL OF AGENDA
Vice-Chairman Osiadacz moved to approve the Agenda, as presented.
Commissioner Wright seconded. Motion carried 3-0.

CONSENT AGENDA
The Board reviewed each item individually prior to making any motions.
At the conclusion of reviewing each item Vice-Chairman Osiadacz moved to
approve the Consent Agenda, as amended by removing Consent Items H due
to it being a duplicate item of G. Commissioner Wright seconded. Motion
carried 3-0.
Vice-Chairman Osiadacz moved to amend the motion to remove Consent Item
G instead of H. Commissioner Wright seconded. Motion carried 3-0. MINUTES

CALL FOR BIDS AIRPORT PROPERTY AG PURPOSES AIRPORT
Approve a Notice of Call for Bids for County Owned Property for
Agricultural Purposes, to be submitted by October 8, 2021, at 4:00 p.m.
at the Kittitas County Airport 3110 Airport Road, Suite #1 Ellensburg,
WA and to authorize the Clerk to publish said notice.
RESOLUTION 2021-147 EMISSION CAMPAIGN SHERIFF
Approve Resolution No. 2021-147, Authorizing the Kittitas County
Sheriff’s Office to Submit Individual Release of Claims Regarding
Daimler Ag and Mercedes Benz, USA, LLC Emission Campaign 2020040002

SET PUBLIC HEARING 6-YR TRANSPORTATION IMPROVEMENT PROGRAM PUBLIC WORKS
Approve Setting a Public Hearing to consider the Annual Road
Construction Program for 2022 and the Six-Year Transportation
Improvement Program for 2022-2027, to be held on October 5, 2021, at
2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Ave. Ellensburg, WA and to authorize the Clerk to
publish said notice.
SPECIAL EVENT JENSEN FARMS PUMPKIN FESTIVAL COMMISSIONERS
Approve a Special Event Application to hold the Jensen Farms Pumpkin
Festival from September 25, 2021, through October 31, 2021; granting a
waiver to Kittitas County Code Chapter 5.20.100 – Penal Bond – Bond of
Indemnity, and contingent upon approval from various County departments.
MYLARS SUNCADIA WINEMAKERS CABINS PLAT CDS
Approve the Mylars granting Final Approval for the Suncadia Winemaker’s
Cabins Plat (SPF-21-00007 & LP-20-0002), a Plat covering approximately
11.94 acres accessed primarily via Rope Rider Drive, covering
approximately creating 24 residential lots with Open Space, recreation
facility, access and parking tracs, and the existing Swiftwater Cellars
winery/restaurant.
SET PUBLIC HEARING SUNCADIA PH3 – DIV. 17 CDS
Approve Setting a Public Hearing to consider the Suncadia Ph. 3,
Division 17, Tumble Creek Preliminary Plat (LP-21-00002), an application
for an 80 detached residential lot plat with access,
community/recreational Open Spaces and other natural Open Space tracts
on approximately 620.11 acres of land that is zoned Master Planned
Resort, lots ranging in size from 14,500 to 45,200 square feet, to be
held on October 19, 2021, at 2:00 p.m. in the Commissioners Auditorium,
Room 109, Kittitas County Courthouse 205 West 5th Ave. Ellensburg, WA and
to authorize the Clerk to publish said notice.
REQUEST TO SET A PUBLIC HEARING TO CONSIDER LP-21-00002 SUNCADIA PH 3 DIV 17 TUMBLE CREEK – ITEM REMOVED AS IT’S A DUPLICATE OF ITEM G
AGREEMENT JAZZ IN THE VALLEY COMMISSIONERS
Approve Amendment No. 2 to the Lodging Tax Service Agreement No. 2021-
004, Jazz in the Valley between Kittitas County and Laughing Horse Arts
Foundation, d.b.a. Jazz in the Valley.
AGREEMENT HERITAGE CLUB COMMISSIONERS
Approve the 2021 Lodging Tax Services Agreement between Kittitas County

and the Roslyn Ronald Cle Elum Heritage Club for the 2021 Roslyn
Cemetery Kiosk Dedication Ceremony.
AGREEMENT KITTITAS ENVIRONMENTAL EDUCATION NETWORK COMMISSIONERS
Approve Amendment No. 2 to Lodging Tax Agreement No. 2021-018-KEEN-CIDER
between Kittitas County and Kittitas Environmental Education, in the
amount of $32,025.00 for 2021 the Windfall Cider Fest & Roots Music
event.
RESOLUTION 2021-148 UNCOLLECTABLE DEBTS PUBLIC HEALTH
Approve Resolution No. 2021-148, Authorizing the Write-Off of
Uncollectable Debts Totaling $165.00 Payable to the Kittitas County
Public Health Department.
RESOLUTION 2021-149 DEPT. OF ECOLOGY PUBLIC HEALTH
Approve Resolution No. 2021-149, to Authorize an Interlocal Agreement
between the Kittitas County Public Health Department and the Washington
State Department of Ecology for Solid Waste Enforcement, from July 1,
2021, through June 30, 2023.
RESOLUTION 2021-150 DEPT. OF ECOLOGY PUBLIC HEALTH
Approve Resolution No. 2021-150, Authorizing an Interlocal Agreement
between Kittitas County Public Health Department and the Washington
State Department of Ecology, from July 1, 2021, through June 30, 2026.
AGREEMENT KITTITAS COUNTY HEALTH NETWORK PUBLIC HEALTH
Approve an Amendment to the Professional Services Agreement between
Kittitas County and the Kittitas County Health Network, in an amount not
to exceed $88,262.00 from April 26, 2021, through April 26, 2022. AGREEMENT ELMVIEW PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Elmview to provide training and technical assistance specific to
developmental disabilities from July 1, 2018, through June 30, 2019.

Approve a Professional Services Agreement between Kittitas County and

CITIZEN COMMENTS ON NON-AGENDA ITEMS
John Jensen submitted a letter into the record. He expressed concerns
relating to the 47 degree North proposal and the effects on the Easton
community. BOARD DISCUSSION/DECISION ITEMS - NONE MISCELLANEOUS
Joe Poire, Executive Director Port of Whitman County, thanked the Board
to allow them to work on the Broadband study. He said there were
excellent opportunities for the cities, PUD, as well as the County. He
said there are very aggressive private sectors who are willing to get
services out into the area. EXECUTIVE SESSION
At 10:38 a.m. Chairman Wachsmith announced the Board would recess into
Executive Session for 3 minutes with Neil Caulkins, Deputy Prosecutor
and Patti Stacey, Solid Waste Director/Interim Maintenance
Director/Project Manager, to consider the minimum price at which real
estate will be offered for sale or lease when public knowledge regarding
such consideration would cause a likelihood of decreased price. However,
final action selling or leasing public property shall be taken in a
meeting open to the public. Possible action was anticipated.
At 10:41 a.m. the Board reconvened out of Executive Session. The Board
directed Staff to proceed with the purchase and sale agreement for
trailer #14 at the Shady Acres mobile home park.
At 10:43 a.m. Chairman Wachsmith announced the Board would recess into
Executive Session for 5 minutes with Mark Cook, Public Works Director,

to discuss (4)(a) Collective bargaining sessions with employee
organizations, including contract negotiations, grievance meetings, and
discussions relating to the interpretation or application of a labor
agreement; or (b) that portion of a meeting during which the governing
body is planning or adopting the strategy or position to be taken by the
governing body during the course of any collective bargaining,
professional negotiations, or grievance or mediation proceedings, or
reviewing the proposals made in the negotiations or proceedings while in
progress. No action anticipated.
At 10:48 a.m. the Board reconvened out of Executive Session. No action
was taken.
At 10:48 a.m. Chairman Wachsmith announced the Board would recess back
into Executive Session for 5 minutes to discuss (4)(a) Collective

At 10:59 a.m. the Board reconvened out of Executive Session. Direction
to Staff was provided.
At 11:00 a.m. Chairman Wachsmith announced the Board would recess into
Executive Session for 5 minutes to consider the qualifications of an
applicant for public employment or to review the performance of a public
employee. However, subject to RCW 42.30.140 (4), discussion by a
governing body of salaries, wages, and other conditions of employment to
be generally applied within the agency shall occur in a meeting open to
the public, and when a governing body elects to take final action

hiring, setting the salary of an individual employee or class of
employees, or discharging or disciplining an employee, that action shall
be taken in a meeting open to the public. No action was anticipated.
At 11:05 a.m. the Board reconvened out of Executive Session. No action
was taken.
