KITTITAS COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA STAFF REPORT AGENDA DATE: September 21, 2021 ACTION REQUESTED: Request to Approve a Special Event Application for the Pumpkin Festival (formerly Huffman Farms-The Patch). BACKGROUND: The Commissioner’s Office received a Special Event Application from Hilary Jensen to host the Pumpkin Festival throughout the month of October & beginning on 9/25/2021 – 10/31/2021. INTERACTION: The applicant is not requesting a waiver to Kittitas County Code Chapter 5.20.160 – Closing Hours. The applicant is requesting a waiver to Kittitas County Code Chapter 5.20.100 – Penal Bond – Bond of Indemnity. The permit fee has been paid and Staff has routed the application and received a recommendation of approval or contingent approval from the following departments: Sheriff, Public Health, Public Works, Solid Waste, Prosecutor, Fire Marshal. & Treasurer (Specific comments may be seen in the Department Memo’s attached). RECOMMENDATION: Approve the Special Event Application from Hilary Jensen to host the Jensen Farms Pumpkin Festival from 9/25/2021 – 10/31/2021 with the following contingencies: Public Works: The applicant is required to ensure that no unmitigated adverse impacts to the traveling public along Wilson Creek Road will occur from the proposal. Public Works also has requested that the applicant post “Event Ahead” signs along Wilson Creek Road. Fire Marshal: Fire Marshal Permit is required for the event and was submitted/paid for and approved. Fire Marshal inspection set for the day of Event prior to event beginning. Fire extinguishers to be hung at all structures with current annual service provider tags. Driveway and access to keep clear for emergency vehicles. In event of medical emergency, utilize the 911 system to report. Treasurer: On September 8, 2021 the Treasurer’s Office stated that the 2020 Admissions Tax had not been paid and that late fees would be added. They noted that prior to
