KITTITAS COUNTY <br />AIRPORT DEPARTMENT <br />Agenda 9/7/2021 <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: 9/7/2021 PUBLIC HEARING <br /> <br />ACTION REQUESTED: Request to approve a resolution amending the Airport <br />agricultural leases. <br /> <br /> <br />LEAD STAFF: Ken Grannan, Airport Director <br /> <br />BACKGROUND: This is a continuation of the public hearing scheduled for <br />8/17/2021. The Airport Staff has been working diligently <br />on making a final determination on ag leases for future <br />grazing practices. Ag lands will be modified to <br />accommodate the development of Flood Mitigation <br />scheduled for construction in 2023 and 2024. Some Ag <br />leases will also be affected by the elimination of KRD <br />water and useable area due to wetland mitigation and <br />aviation safety. Due to the current financial burden <br /> <br />DISCUSSION: The primary tracts affected by these decisions and <br />construction will be as follows: <br />• Tract #2 – Will be slightly affected by a Flood <br />Mitigation Ditch along the north section of the <br />property. <br />• Tract #4 - Will not have stock water. <br />• Tract #6 – Will be affected most dramatically by the <br />elimination of irrigation water supplied by KRD, the <br />construction of the Flood Mitigation Ditch and Berms <br />as noted in the attached diagram. This will reduce the <br />affective grazing area by approximately 42 acres upon <br />completion of the construction. <br />• Tract #7 – Will be eliminated from grazing as the Flood <br />Mitigation Construction will encompass the majority of <br />the 40- acre parcel. <br />• Grazing management for all tracts consisting of forage <br />use, feeding and weed control practices. <br />• The addition of hazard substances regulaitions. <br /> <br />INTERACTION: Prosecutors Office, BoCC, Tenants and Airport Staff. <br /> <br />
