AGENDA STAFF REPORT
AGENDA DATE: 9/7/2021 PUBLIC HEARING
ACTION REQUESTED: Request to approve a resolution amending the Airport
agricultural leases.
LEAD STAFF: Ken Grannan, Airport Director
BACKGROUND: This is a continuation of the public hearing scheduled for
8/17/2021. The Airport Staff has been working diligently
on making a final determination on ag leases for future
grazing practices. Ag lands will be modified to
accommodate the development of Flood Mitigation
scheduled for construction in 2023 and 2024. Some Ag
leases will also be affected by the elimination of KRD
water and useable area due to wetland mitigation and
aviation safety. Due to the current financial burden
DISCUSSION: The primary tracts affected by these decisions and
construction will be as follows:
• Tract #2 – Will be slightly affected by a Flood
Mitigation Ditch along the north section of the
property.
• Tract #4 - Will not have stock water.
• Tract #6 – Will be affected most dramatically by the
elimination of irrigation water supplied by KRD, the
construction of the Flood Mitigation Ditch and Berms
as noted in the attached diagram. This will reduce the
affective grazing area by approximately 42 acres upon
completion of the construction.
• Tract #7 – Will be eliminated from grazing as the Flood
Mitigation Construction will encompass the majority of
the 40- acre parcel.
• Grazing management for all tracts consisting of forage
use, feeding and weed control practices.
• The addition of hazard substances regulaitions.
INTERACTION: Prosecutors Office, BoCC, Tenants and Airport Staff.
AAC RRECOMMENDATION: Airport Advisory Committee supported the approval
of the new ag leases with inclusion of the grazing
management program for individual tracts as noted in
Exhibits B & C.

RECOMMENDATION: Staff recommends approving the resolution approving the
new ag lease format including Exhibits B & C
