KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: September 7, 2021 <br />ACTION REQUESTED: Request to approve a Resolution to authorize the Chairman's <br />signature on the Washington State Department of <br />Transportation (WSDOT) Reimbursable Agreement for <br />Materials Lab Engineering and Testing Services. <br />BACKGROUND: For the past several years Public Works has had an agreement <br />to reimburse WSDOT for fabrication and material testing <br />services. Through this agreement Public Works has been able <br />to meet Federal requirements for material testing and precast <br />bridge inspections as well as inspections of non -federally <br />funded structures. <br />Upon request of the County, WSDOT performs required <br />material testing and fabrication inspection. Costs are then <br />reimbursed to WSDOT from the County. With only a few <br />locations within the State where fabrication occurs the <br />agreement with WSDOT provides a cost-effective measure <br />for needed fabrication inspection as well as materials testing. <br />Recently WSDOT informed Public Works of a required <br />update to the reimbursement agreement. <br />Previous reimbursement agreement provided for a <br />reimbursement to WSDOT based on a loaded labor rate <br />calculated by WSDOT. The agreement update clarifies that <br />billing is based on actual direct rates and other related indirect <br />costs such as materials, travel, and equipment. The agreement <br />has been reviewed and approved by the County Prosecuting <br />Attorney. <br />INTERACTION: Public Works <br />RECOMMENDATION: Move to approve the Resolution authorizing the Chairman's <br />signature on the WSDOT Reimbursable Agreement for <br />Material Lab Engineering and Testing Services. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution; WSDOT Reimbursable Agreement for Materials <br />Lab Engineering and/or Testing Services agreement number <br />GCB 3557. <br />LEAD STAFF: Joshua Fredrickson, County Engineer <br />
