AGENDA DATE: September 7, 2021
ACTION REQUESTED: Request to Approve a Resolution Awarding
Hydraulics and Hydrology Design Support for the
Manastash Road Bank Stabilization Project to
Natural Waters and Authorize the Director of
Public Works to negotiate scope of work and sign
the professional services agreement.
BACKGROUND: Public Works produced a Request for
INTERACTION:
Qualifications seeking Hydraulics and Hydrology
Design Support for the Manastash Road Bank
Stabilization Project. Public Works advertised for
said services by issuing a Request for Qualifications
in the local paper of record, advertising for a three-
week period in July 2021 with no submittals being
received. Public Works then readvertised in the
local paper of record for a second three-week
period in August 2021. One (1) qualified firm
responded to the request for qualifications process
closing on August 26, 2021. Staff has reviewed the
submittal and is recommending awarding said
contract to Natural Waters.

RECOMMENDATION: Approve a Resolution to Award Hydraulics and
Hydrology Support for the Manastash Road Bank
Stabilization Project to Natural Waters and
Authorize the Director of Public Works to negotiate
scope of work and fee and sign the professional
services agreement once negotiated.
HANDLING: Return one (1) original to Public Works

RESOLUTION NO. 2021 -
AWARDING HYDRAULICS AND HYDROLOGY DESIGN SUPPORT FOR THE
MANASTASH ROAD BANK STABILIZATION PROJECT TO NATURAL WATERS
AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO NEGOTIATE SCOPE OF
WORK AND FEE FOR SAID PROJECT
WHEREAS: Public Works solicited for qualified hydrology and hydraulic modeling firms
pursuant to state and federal procurement regulations soliciting for proposals for
three weeks in July 2021 and again in August 2021 after receiving no response
from the initial advertisement; and
WHEREAS: One (1) qualified hydrology and hydraulic modeling firm responded to the request
for qualifications with process closing on August 26, 2021; and
WHEREAS: A review committee of Public Works staff evaluated said response and have
selected Natural Waters as the preferred firm to provide said services;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Public Works Director to negotiate a scope
of work and fee with Natural Waters for hydraulics and hydrology design support for the
Manastash Road Bank Stabilization Project and authorizes the signature of the Public Works
Director on the required professional services agreement providing an acceptable scope of work
and fee is successfully negotiated.
