RESOLUTION TO AUTHORIZE EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN THE KITTITAS COUNTY PUBLIC HEALTH DEPARTMENT AND THE WASHINGTON STATE DEPARTMENT OF ECOLOGY FOR SOLID WASTE ENFORCMENT
WHEREAS, RCW 39.34, the Interlocal Cooperation Act, provides the capability for public agencies to cooperate for mutual advantage; and
WHEREAS, Kittitas County, through the Kittitas County Public Health Department (KCPHD), is charged with the preservation, promotion, and improvement of health in the County; and
WHEREAS, one of the many ways KCPHD preserves and promotes health improvements is by ensuring compliance with solid waste laws and regulations; and
WHEREAS, the Washington State Department of Ecology has obligations under state law to ensure compliance with laws in regardto solid waste facilities as described in the attached Interagency
Agreement that is hereby incorporated by this reference; and
WHEREAS, the Washington State Department of Ecology desires to delegate certain well enforcement activities to KCPHD and also to provide funding for such delegated activities; and
WHEREAS, the Parties desire to enter into the Interagency Agreement that is attached hereto.
NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Kittitas County, Washington, authorizes execution of an Interagency Agreementwith the Washington State Department
of Ecology that is attached hereto, and incorporated herein by reference.
