Kittitas County <br />Clerk <br /> <br />Agenda Staff Report <br /> <br />AGENDA DATE: <br />8/17/2021 <br /> <br />ACTION REQUESTED: <br />Permission to execute contract with Rapid Financial Solutions to improve efficiency and reduce accounting <br />burden for refunds and/or restitution payments. Have negotiated a fee of $1.49 per card issued. <br /> <br />BACKGROUND: <br />Superior Court orders the payment of restitution to victims; and in the recent Supreme Court decision of <br />BLAKE, also is ordering refunds. Payments are issued by paper check and if they become stale a lengthy <br />process must be undertaken to eventually escheat the funds. In some instances, the recipient does not have a <br />bank account and is unable to cash the check(s). <br /> <br />Have a prepaid card allows the recipient to liquidate the payment without a bank account. <br /> <br />In addition, all responsibilities for escheatment are borne by the vendor and not the office thereby increasing <br />office efficiency. <br /> <br />INTERACTION: <br />Review with Deputy Civil P.A, Stephanie Hartung whom drafted the proposed Resolution. <br /> <br />Review the I.T. Department to ensure no technology issues. <br /> <br />RECOMMENDATION: <br />I recommend the Board of County Commissioners approve the Resolution to authorize Clerk, Val <br />Barschaw, to execute the Master Service Agreement with Rapid Financial Solutions. <br /> <br />HANDLING: <br />Return copy to Clerk, Val Barschaw once Resolution is approved so Master Service Agreement may be <br />executed. <br /> <br />LEAD STAFF: <br />Val Barschaw <br />
